| Technical Education department joins bandwagon of deptts violating Mode Code of Conduct | | Class-IV engagements done after invocation of MCC, transfers also done | | Jehangir Rashid SRINAGAR, Mar 23: Like some other government departments the Department of Technical Education too has joined the bandwagon of violating the Model Code of Conduct. The department has issued many orders after the invocation of MCC. Sources told Early Times that the Technical Education department engaged dozens of persons on engagements on class-IV posts ever since the MCC came into effect. For a face saving exercise the department higher ups gave a back date of the orders issued with respect to the engagement of around 50-60 persons. "Director Technical Education, Jaipal Singh issued orders for the engagement of around five dozens persons on class IV posts on 06-03-2014 despite the fact that MCC was in place on this date. The engagement of these persons has been shown on 03-03-2014 so that the department does not land into any trouble," said sources. Sources said that had the order been issued on March 3 as being claimed by the department higher ups then the newly engaged persons would be joined in next day or two, but that was not to be. They said persons appointed on class IV posts took around one week or so in joining the department. "It was on March 10 that the newly appointed persons joined the duties. The issuance of these orders has been cleverly manipulated by the department higher ups and it should be noted by the election authorities of the state. If the department runs away Scott free there are chances more departments would follow suit and violate the Code of Conduct," said sources. Some of the persons engaged by the Department of Technical Education are Rifat Ara at Industrial Training Institute (ITI) Anantnag, Sabreena Rashid, ITI Anantnag, Impal Singh, ITI Baramulla, Abdul Ahad Kumar, ITI Baramulla and Mohammad Ashraf Budoo, Plumber Instructor, Industrial Training Institute, Uri in Baramulla district. "Some of the persons appointed on class IV posts are the relatives of the concerned minister and also of the top officials of State Board of Technical Education. In addition on the same date i.e., 06-03-2014 the department made large scale transfers thus adding yet another dimension to the violation of Code of Conduct," said sources. Sources said that 32 employees in the non-gazetted cadre were transferred by the department with the orders dating back to 04-03-2014 and 05-03-2014 respectively. They said the department higher ups also ordered for the enhancement of wages of consolidated employees thus making it at par with rates being paid to daily wagers in different departments. "The department has convened Departmental Promotion Committee (DPC) meeting on Monday (March 24) and it is likely that yet another violation of MCC might take place in the scheduled meeting. The DPC might give its nod to the illegal regularization of posts otherwise meant to be filled under direct quota posts category," said the sources. The sources said that incumbent Director Technical Education, Jaipal Singh who is superannuating on March 31, 2014 wants to make merry at the fag end of his career. They said that violation of cadre rules has been done conveniently by Singh and that performance of the department has come under doubt during his tenure as Director of the department. |
