JAMMU, Apr 12: Deep rooted nexus of corrupt bureaucracy in Revenue department got exposed once again, as department promoted tainted official facing various corruption charges and State Vigilance Organization, had lodged four FIRs against him.
Well placed source in Revenue Department informed Early Times that in spite of four FIRs registered with SVO against Ghulam Rasool (Tehsildar), the official got promoted without vigilance clearance.
"The cases have not been decided by the court of law, but the official was granted selection grade of Rs 9000-300-14100 by the department without clearance from the Vigilance Department", sources said, adding that vigilance clearance certificate was prerequisite document before any time scale or monetary benefits extended to any official.
Sources further alleged that in violation of transfer policy, the official has been working as Technical Officer in the Revenue Department (Secretariat) for at-least 8-10 years together. "The arrears have been disbursed in favour of the official on issuing an allegedly fraud Government Order Number (Gaz) 68 of 2014 dated March 14, 2014 issued under endorsement number Rev/Gaz/28/98 of dated March 14, 2014", sources said, adding that the order copies have not been issued to the concerned.
"On Government Order number 199 (Gaz) of 2011 dated 13.10.2011, modification has been made and ordered that the words 'Post Kept Reserved' appearing at serial number no 72 to the said Government order shall always be deemed to have been deleted, ab-initio", sources claimed, adding that the words does not exist any in the Government order number 119.
Copy of said order available with Early Times revealed that said official who was promoted inspite of four FIRs registered with SVO, depriving 71 officials. "Serial number of Ghulam Rasool in seniority list is 72, but due to unknown reasons he got promoted", the sources added. |
