| Clandestine elections prove costly for JCC Bank Chairman as Govt appoints administrator | | | Sumit Sharma JAMMU, May 7: All is not well with the management of Jammu Central Cooperative Bank (JCCB) as government has appointed an administrator to look after the affairs of the bank following complaints that present Chairman of the bank is trying to hold on to his chair by holding clandestine elections. A temporary order has been issued by Basharat Saleem, Registrar Cooperatives for the appointment of Mufti Farid-ud-Din Joint Registrar Cooperatives (Administration) as administrator. Farid in fact assumed the charge and affairs of the bank today. When contacted, Basharat said that the administrator has been appointed after complaints of violation of the Cooperative Societies Act. However, highly placed sources said that the development took place when present Chairman of the bank Mohinder Singh, bypassing all rules and act of the society got the elections held in his official chamber at Shekhari Bhawan, Bahu Plaza. Sources said that Mohinder called some of his confidential members of the societies along with the returning officer Bhati of Ramnagar and declared himself elected. Pertinently, for elections of the Chairman of the bank, members committee cast vote. The procedure in this connection has been initiated after green signal by Registrar Society. Furthermore, elections for third consecutive term for the post of chairman also go against Cooperative Societies Act. The record of Mohinder is also not good as by the time he acquired Chairmanship, he was declared defaulter worth crores of rupees after his unit proved sick. Mohinder was sanctioned funds amounting crores for establishing the Industries under the name and style of M/S Jammu Woolen Mills (P) Ltd in the year 1990. From 2009 he started liquidating his liabilities. He still owes Rs 1.77 crores to State Finance Corporation as revealed by SIC-J-C-101-2012/2070. The employees of the bank after facing hardships went on revolt after Mohinder took over as Chairman of the bank in a tragic way. He acquired the coveted chair after throwing the former Chairman Tariq with the assistance of police. Leaving aside bank's renewal license from RBI which still hangs in balance, he is also facing the heat of State Vigilance Organization, Jammu and State Accountability Commission for his alleged role in embezzlement in respect of illegal appointments and corruption. Numerous complaints have been received at Chief Minister's grievance cell regarding illegal appointments made by Mohinder and then MD Arun Bakshi of JCCB. State Accountability Commission (SAC) initiated proceedings against them along with Minister of State for Cooperatives, Dr Manohar Lal Sharma after facing allegations of misappropriations. |
