| Rural areas fight, pressing shortage of ration | | CAPD department listless | | Mohd Irfan
Jammu, May 11 : Department of CAPD is under fire from the residents of rural and peripheral areas as it has failed to avail ration to this marginal people for months, confronting them with serious inconvenience. Sources divulge CAPD Department which is entrusted with the job of making ration available to the consumers has failed due to non-seriousness on the part of department. According to reports, anguish is brewing amongst rural masses as they are forced to buy their sustenance from open market at much higher prices. "CAPD department invariably fails to reach ration in peripheral areas, triggering black marketing. The poor people many of whom live below poverty line and are entitled to free or highly subsidized ration have to buy from open market which is many a times beyond their reach" said a rural consumer. As per Government order, each family is entitled to 35 kg of ration but to utter dismay hardly 20-25 kg of ration that too in urban areas is to ration card holders, while rural masses are deprived even of this much. "As CAPD officials and ration depot owners have an unholy nexus and they connive to induce black marketing of ration, people have to spend through their nose to keep their families alive" said sarita Devi one of the hapless consumers. Besides non availability of ration in rural and peripheral areas, people have also been complaining of adulteration in the CAPD ration. "There are some ration depots in Jammu which exhaust their ration within 2 or 3 days, while they actually sell the ration in open" said Arvind, a resident of old city. An Advocates said "Depriving any one of his right comes in violation of Article 21 right to life i.e. everyone has access to food, shelter etc required facilities "he rued this is also glaring human right violation. CAPD department makes excuse of not giving sanctioned quota of ration on the pretext that we get ration from 2001 census but the fact is that rice, wheat & Atta are provided to state as per its demand and not the census. Experts say issue of census is relevant in case of sugar as sugar is given 700 grams per head. Sources allege that depot holders sell PDS Atta for Rs 100-120 instead of Rs 85 of 10 KG bag for black-marketing & make fast buck. Sources said the sanctity of CAPD is being questioned as officials at the helm of affairs shut their eyes towards this menace. Repeated attempts to get version of the Director CAPD Department Jammu G S Chib proved futile as he didn't respond to calls. |
