CM fails in his commitment of setting up schools for deaf & dumb

JAMMU, May 21: The assurance given by Chief Minister, Omar Abdullah four years back to the Association of Parents of Hearing Handicapped (APHH) that two schools one each in Jammu & Srinagar would be opened for deaf and dumb children has not been fulfilled so far.
Omar had assured APHH (working in field of improving the condition and living standard of Deaf &Dumb children of state) that two schools for these children would be opened. But the promise has remained only a promise so far.
As per the details available with 'Early Times' the association approached Chief Minister in 2010 with regard to their demands of opening of schools for Deaf & Dumb children, reservation of 1% in jobs as was guaranteed in the Act 98 of State of Jammu and Kashmir commonly known as "Disability Act", introduction of professional courses, right to education at par with other students of the state, conduction of special examination for these students, rehabilitation and stipend for these children.
The then political advisor to Chief Minister in his communication to then education minister vide letter No. 1474/PS/pol. Advisor/2010 dated 25-03-2010 wrote that Chief Minister has directed the Education Minister to take immediate action with regard to setting up of government schools for these handicapped children's in both provinces at central location where blind, deaf & dumb be trained to cope up with the natural disability that has fallen on the them.
The Education Minister was also directed to submit him the action taken report in this regard, but setting up of these two schools for the handicapped students constituting 2% population of the state has yet to be materialized.
Talking to 'Early Times' Vice President APHH Gopal Sharma said that despite repeated request to the government through different means, the government has failed to help these needy students who are facing the burnt in the hands of the state.
He said that there is only one NGO school at Shaheedi Chowk Jammu up to 10 standard having student strength of 130 students and is running with the active support of public donations. He said that there is no school available for those students who qualified 10th standard and are willing to carry on with their education.
"We sent letters to CM Grievances cell, Social Welfare Minister, Chief Secretary J & K, Private Secretary to CM, Commissioner Secretary Social Welfare and even to Governor N N Vohra, but of no avail. The issue was also raised in the assembly last year wherein the Deputy CM Tara Chand assured the house with regard to setting of schools for these handicapped students," said Sharma.
Sharma urged upon the state government to concede the demand of opening of the schools for the handicapped students of the state so that their life and career could be prevented from ruining. He also urged the government to provide free medical treatment and advice to these handicapped children's, beside also demanded for constituting the special team of experts on the pattern of central team deputed by the government for conducting examination of deaf and dumb people of Dadkayie village of Doda District.
