RDD outsmarts MCC to engage program officers clandestinely

JAMMU, May 29: With several cases of violation of Model Code of Conduct before Parliamentary elections still pending, Director Rural Development Jammu allegedly outsmarted the MCC restrictions to adjust some blue eyed candidates as program officers in the department.
Sources told Early Times that adopting pick and choose policy on April 17, 2014 the department engaged some Programme Officers (on contractual bases) in violation of MCC which was imposed after announcement of Lok Sabha elections in country. The case of MCC violation came to fore when some selected candidates were not invited by the department for joining.
Sources said that preventing itself from violation of model code of conduct, the authorities of Rural Development Department instead of publishing the second selection list in newspaper, preferred to inform telephonically.
"Two candidates, who were in waiting list, including Sandeep Singh of R S Pura and Suriya, were not informed about their joining. When came to know about the hidden engagement of PO. Seeking their engagement, the deprived candidates approached to director but he refused to entertain their requests", sources said, adding that Sandeep Singh one of the selected candidate for the post of Programme Officer (contractual), seeking legal support today filed a case against RDD.
It is pertinent to mention here that 62 candidates had joined their services on March 3, 2014 a day before the MCC was imposed.
When contacted Director Rural Development, Shafiq Ahmad Raina said the due to imposition of MCC, they were unable to publish the list in news papers, that is why the candidates were informed telephonically. Declining the claims of candidates that they were not informed, the Director said, "All the selected candidates were informed telephonically, responding our calls, the candidates from remotest areas of Kishtwar, Doda, Poonch and other districts have joined their services."
