| BJP govt must for unity, prosperity in J&K: Hari Om | | | Early Times Report
Jammu, July 1: Asserting to avail upcoming assembly elections as a historic opportunity to discard all negative forces represented by Congress and National Conference (NC), Bhartiya Janta Party (BJP) today exhorted the people of state to bring the genuinely-democratic, people and nation-centric BJP in J&K for unity and integrity, prosperity and full constitutional integration of state with India. "There is no doubt that politically conscious people of Jammu, Kashmir and Ladakh would seize the opportunity in their own interest and in the larger national interest by making common cause with BJP, the only national party in the real sense of the term, stated Prof Hari Om, Political Advisor to State BJP President Jugal Kishore Sharma (MP). In response to the vilified campaigned launched against BJP by the defeated, frustrated and desperate Jammu-based NC leaders terming BJP as divisive and to have polarized the society for vote-bank politics and BJP and PDP were flirting with each other behind the curtain, he said, "BJP is the only party that treats all citizens as respectable Indians; doesn't discriminate between social groups, communities and regions; discards policy of appeasement; believes in the doctrine India First and India is one state, one people and nation; advocates the concept of Ek Bharat Shreshtha Bharat; and, unlike fake secular outfits like Congress and NC, sincerely talks about Sabka saath Sabka Vikas." Prof Hari Om further said that the BJP's victory at the national level, including its historic victory in Jammu and Ladakh, was an endorsement of the party's ideology, policies and programmes. "The BJP alone can maintain the unity and integrity of India, undo the past wrongs committed by Congress, NC and PDP, harmonize inter-regional relations and ensure equal development of all the three regions of the state," he said, and added that both NC and Congress have become totally irrelevant in the state politics, as people across the state have seen through their dubious game plan designed to communalize the state's polity, society and economy and further the anti-India cause of Pakistan and its handful of Kashmir-based agents in J&K. "The pro-autonomy NC and pro-1975 Accord Congress stand decimated and have no place whatsoever in the country's democratic scheme of things. Likewise, the PDP that wants to capture power to misuse and exploit it to drive the state away from India also has no place in the democratic scheme of things in the country," said Prof Hari Om. "Narendra Modi era full of hope and promise for the future has commenced. People across the nation want good governance, development, national unity, peace, justice and a place for the nation in the comity of self-respecting nations and not the devious concepts and doctrines like greater autonomy and self-rule," he said, adding that BJP will not leave any stone unturned to stem the rot in J&K. He also expressed hope that NC and Congress would learn lessons from their past mistakes and refrain from vitiating the political environment in J&K for narrow political gains.
Spl Secy, A&SH Deptt conducts surprise visit to V& SH Centers Early Times Report
Jammu July 1: Special Secretary, Animal/Sheep Husbandry Department Amit Sharma conducted surprise inspections of various Veterinary & Sheep Husbandry Centers located across Jammu & Samba districts alongwith a team of officers of both the departments in last couple of days. During his surprise tour, Special Secretary, Animal/Sheep Husbandry Department Amit Sharma besides conducting physical inspections of various buildings, took up various issues like proper display of boards, proper upkeep of department's infrastructure, timely intimation of shortage of medicines, advance anticipation of seasonal requirements so as to avoid outbreak of epidemics, conducting of awareness camps for the welfare of people indulged in cattle rearing and etc. The staff of Animal/Sheep Husbandry departments assured of taking immediate necessary action in this behalf. Visiting official was apprised about shortage of staff in these Centers, which needs to be countered as soon as possible by the administrative department. Meanwhile employees urged for boundary walls aof centers, sanction of water/electricity connections in newly constructed Centers. Special Secretary gave a patient hearing to all the issues of employees and assured that necessary action shall be taken regarding all issues for increasing the efficiency and functioning of Animal/Sheep Department, especially in the far-flung and border belts of the state. Other officers of the department Dr P R Bharti, Chief Animal Husbandry Officer, Jammu and Dr M T Krishnan, Assistant Project Officer, Migratory Project of Sheep Husbandry also accompanied Special Secretary Amit Sharma during the inspections.
CWA deputation meets DTM Indian Railways Jammu

Jammu, July 1: A deputation of Consumer Welfare Association (CWA) lead by Vikram Gour, President along with BM Kohli General Secretary, Chander Parkash Sharma, Secretary, AK Kaul and Rajinder Kakkar met Divisional Traffic Manager (DTM) Indian Railways, Jammu in his office to highlight various complaints by the Railway Users at the Railway Station Jammu. Since Jammu Railway Station has since been included in the Indian Railways list of A- class stations in the country, CWA members raised the question of providing A- class facilities at the Jammu Railway Station besides working of CCTV cameras at the station, providing of escalators, repairing and filling of pot-holes of the approach road at the entrance, provision of wheel-chairs for the sick and disabled, cleanliness of the railway premises, checking of quality, quantity unhygienic condition of food being served by Dhabas, to thousands of railway users within the railway complex CWA also wanted to know whether in view of the rush of Sri AmarNath yatra additional facilities of drinking water, emergency medical services, registration facility for the yatries and prepaid traveling facility has been kept at the station. DTM, Meena informed the members that work of providing A-class facilities at the station is in progress and tendering for Escalators is in progress, all the CCTV cameras are in good working condition, 10-Wheel-chairs have been kept at the station for use of the needy passengers and repair work of the pot-holes will be immediately taken up. DTM further informed that main food-serving Dhaba at the railway station is in legal dispute with the Jammu Railway Station for the last 10-years. Although, Railway Health Officer is also supposed to check yet it would be advisable if Health Officer of the JMC also checks the Dhabas within the railway complex under 'Food Safety Act'. DTM further informed that Divisional Commissioner in a meeting directed that 2 Doctors will be stationed at the Railway Station along with the nursing staff to look after Sri Amarnath pilgrims and arangment to be made for to issuing health certificates required for undertaking pilgrimage. He informed that this decision was taken up by the Committee formed at the Administrative level under the directions of Divisional Commissioner.
BLSKS initiates online Diabetes Health Care Early Times Report
Jammu, July 1: Bhartiya Lok Sangeet Kala Sansthan (BLSKS) in coordination with North Indian Educational Trust (NIET), Lucknow today initiated on-line Diabetes Health Care for Control /Prevention of Diabetes in J&K State like other parts of Country. According to press release for effective monitoring of health records, centralized system was being evolved by which all diabetic patients in the country would be provided information on-line. In this National Meet , over 1000 NGO's from India including BLSKS from J&K state participated and deliberated in depth on measures to control spread of diabetes among youth in India. M.L.Dogra Chairman & V.K.Magotra Managing Director, BLSKS , participating in the interactive session , apprised J&K State scenario of Diabetes and steps being undertaken by the Blsks organization in carrying out awareness activities on the subject in 25 indentified blocks of 5 distts of J&K state in first phase of the campaign . The medical advice to the patients would be rendered on-line under National Programe for Prevention and Control of Cancer, Diabetes, Cardio Diseases program. This was disclosed by Altaf Ahmed secretary (NIET) in a 2-day National Diabetes meet held at Lucknow recently.
Agri deptt organizes One day Workshop for basmati growers

Jammu, July 1: As a part of initiatives to improve the quality of Basmati rice of Jammu, a one day workshop on "Quality Improvement in Production of Export Quality Basmati Rice" was organized at village: Kotli-Matkalian of Zone Ramgarh (Samba) by the Department of Agriculture, Jammu in which more than 100 Basmati growers and Panch/Sarpanchs of the area participated. On the occasion, Director Agriculture, Jammu Dr S S Jamwal spoke in detail about the various strategies being adopted under Basmati Mission for revival and promotion of Jammu Basmati Rice. He said that scented basmati is the "Shan and Pehchan" of Jammu. Dr Jamwal also advised farmers to form Farmer Producer Organizations (FPOs) to utilize agriculture machinery, collective storage and marketing of their basmati. He asked the farmers not to leave the land fallow and should grow short duration crops of moong, mash or fodder during the period in between the major crops.

He also brought forward the idea of establishing an independent institution of Mathematics JKIMS. He also congratulated Dr. Dhar for contributing towards the society by writing books on Mathematics. In author's speech Dr. Dhar said that the present book introduces the knowledge of complex analysis, which is a powerful tool and beautiful part of Mathematics and forms the basis of many techniques employed in many branches of Mathematics and Physics. The interesting part of the book is that it gradually develops the subject with historical background and the applications of well- known results.
NCC cadets GCW Gandhi Nagar attend trekking expedition Early Times Report
Jammu, July 1: NCC cadets from Government College for Women (GCW), Gandhi Nagar attended Himachal Trekking expedition camp at Paprola and Special National Integration Camp (SNIC) at Srinagar underwent rigorous training and participated in various competitions. They got first prize in Tent Pitching and various cultural programmes in Himachal Trekking Camp. In the same camp Master of Ceremony award was given to Cadet Guneet Kour. Cadets also got various medals for Cultural Programmes and Guard of Honour at SNIC Srinagar. J&K most favoured Tourism destination in India

The tourism departments of various states and private stake holders put up large stalls in the three day fair. Large number of people from the North Eastern States visited the Pavilion. Highlighting the natural beauty of Kashmir, Director Tourism Soujanya Sharma said that the Kashmir is known for its natural beauty and he invited the people to visit Kashmir and enjoy the pleasure as well as adventure tourism. He said that the Mughal Badshah Jahangir described Kashmir as heaven on earth. He requested people to experience heaven in their life time. While describing Jammu as a preferred pilgrim tourism destination, he said we share the same platform with Gauhati. He said that one of the Shakti Peeth is at Kamakhya Devi and another Shakti Peeth at Jammu, Mata Vaishno Devi Ji. Describing Mata Vaishno Devi as a most favoured pilgrimage destination of northern India, he said more than one crore people visit the holy shrine every year. He said that the thrust of the government is to retain these pilgrim tourists at Jammu for day or so. The government is developing new tourist attraction in and around Jammu. He said north eastern State Jammu and Kashmir is getting the same help from the central government. The Government of India has sanctioned many projects to boost tourism in our and your state. He thanked the organizer for inviting Jammu and Kashmir in this part of the country to boost tourism.
23 years into Kunanposh mass rape, HC seeks investigation, compensation status in 3 weeks

Srinagar, July 1: Jammu and Kashmir High Court today directed government to file report within three about the status of investigation into ‘mass rape’ of nearly three dozen women allegedly by army at Kunanposhpora village in north Kashmir’s Kupowara district in 1991. A division bench comprising Chief Justice M M Kumar and Justice Hasnain Massodi passed the directions after perusal of a status report filed by state’s Home Department while hearing a petition filed by five survivors of alleged mass rape. “It has been stated that soon after receiving recommendations by State Human Rights Commission dated 26-4-2012, the matter was placed empowered committee. In its 18th meeting held on 4-7-2014, the committee has decided that there was no policy in favour of the petitioner and therefore the recommendations made by the SHRC for payment of compensation of Rs 2 lakhs has not been accepted,” the court observed after perusal of the report in pursuance to 20-5-2014 order. “It is appropriate to mention that in the code of criminal procedures, a new provision was inserted in the year 1989 in section 545A , recognizing that victim of crime of their dependents who suffered loss or injury or who were required to be rehabilitated are to be given compensation. However the state government took 24 years to frame the rules and could notify the same on 23-4-2014,” the court said. . The deferment of framing of rules, court said, cannot confiscate the rights of the victim of crime who suffered atrocities at the hands of certain crime perpetrators. “The recommendations made by SHRC are elaborate and are fully supported by evidence on record. Therefore, we direct the Home Department to explore the possibility of granting relief as per the recommendations made by the SHRC,” the court said. In respect of investigation, court said, after the filing of closure report, the Magistrate has already issued directions in its order on 18-6-2013. “According to the direction, an officer not below the rank of SSP is required to investigate the crime which was to be completed within a period of three months. The order was passed on 18-6-2013. Mr Improse (counsel of petitioners) has apprised us that there has been extension after extension being sought and investigation has yet not been completed.” Assitant Solicitor General, S A Makroo on the other hand has also pointed out that the order 18-6-2013, passed by Magistrate Kupwara has been challenged in Revision before the District Sessions judge Kupwara. However, the court said, the investigation has not been stayed by Revisional court. “Therefore we do not see any reason for delay in the investigation which should be carried out in accordance with the direction issued by the magistrate on 18-6-2013,” the court said and directed that the status report with regard to the direction concerning compensation as well as investigation shall be filed before the next date of hearing after 3 weeks. n May 14 this year, the High Court had closed as “premature” a Public Interest Litigation, seeking reinvestigation into the alleged mass rape. Quoting reports, the PIL had said that troops of 4 Rajputana Rifles “committed mass rape of 32 women of all ages on the night of February 23/24 in 1991. |
