KISHTWAR, July 5: In order to probe large scale bungling in distribution of Government ration by the Consumer Affairs and Public Distribution (CA&PD) Department in Kishtwar unearthed after the seizer of 165 bags of rice meant for the distribution among the poor people of Dachhan area of Kishtwar District, Senior Superintendent of Police Kishtwar Sanjay Kotwal today constituted four member Special Investigation Team (SIT) head by Additional Superintendent of Police Kishtwar Abdul Qayoom and SHO Police Station Kishtwar Sameer Jeelani, In Charge Police Post Kuleed Sub Inspector Madan Lal and Hawaldar Mohammad Shafi as its members.
While talking to "Early Times", SSP Kishtwar Sanjay Kotwal said that police received large number of complaints from the general public with regard to illegal practice of embezzlement of Government ration meant for the public distribution.
He said that after receiving public complaints, police decided to verify them and added that after preliminary investigation it found many complaints as genuine as a result of which it was found necessary to constitute the SIT to carry out the detail probe.
He said that it was on the bases of the public input, Kishtwar police seized 165 bags of rice weighing 50 Kg each from the truck bearing registration No. JK02G-3755 and seized it at Kuriya village when the arrested truck driver Ifroz Ahmed was handing over it to a local CA&PD department dealer Mohammad Shafi of Kuriya village who is still absconding.
He said that the SIT will scrutinize the distribution of ration in all most all parts of the district, beside will also scrutinize the documents related to supply of ration in various parts of the district including Padder, Chatroo, Nagsini, Bhunzwah, Palmar, Dachhan, Marwah, Drabshala, adjoining areas and other parts of the district. He said that the aim and objective of creating SIT is to take investigate the case at larger angle and to give stern punishment to the culprits involved in the embezzlement of the Government ration meant for distribution among the poor people. He said that once the investigation moves forward, more arrests are likely. He said that during the course of the investigation, SIT will also hold talks with general public; particularly in remote and inaccessible areas of the district from where majority of the complaints with regard to non delivery of Government ration has been received. Meanwhile after taking over the investigation, the SIT conducted raid at various CA&PD and Food Corporation of India stores and seized the various records pertaining to distribution of ration. The SIT has also taken over the control of FCI ration deports at Kishtwar and will verify the reports of shortfall of over 3000 quintal of ration in the main store physically. The sources within the CA&PD & FCI informed the Early Times that over 85 % sugar quota was sold by the officials in open market. The sources further added that the big wigs of the department not only embezzled the ration including wheat, wheat flour, rice and sugar, but also withdrew the carriage charges which are estimated in crores particularly in the areas like Marwah and Dachhan. It is pertinent to mention that police action comes in wake of regular complaints about non availability of ration in Government deports from time to time, but the senior officials of CA&PD at the helm of affairs always turned blind eye towards the public concern encouraging the black marketing of the Government ration meant for distribution among the poor people; thus forcing the police to intervene.
