33.25% difference of GER at Upper Primary and Secondary level, 25.33% drop out rate

Jammu, July 5: Whether it was former Education Minister of the state or Chief Minister Omar Abdullah as in charge of Education Department or the incumbent Minister Tara Chand, the level of Education has degraded in Jammu and Kashmir due to their failure to streamline this needed sector.
As per data collected and released by Unified District Information System for Education (UDISE) 2013-14, the Gross Enrollment Ratio (GER) at the Upper Primary Level is 96.7% whereas GER at the Secondary Level is 63.45% and the difference of 33.25% in the GER at Upper Primary Level and Secondary Level is an area of concern for the state.
It has been observed that the districts Kargil (62.29%), Kishtwar (34.00%), Leh & Ladakh (14.48%), Poonch (52.26%), Ramban (53.65%), and Samba (55.83%) are having low GER than the State average GER.
Further the drop-out rate at State Level is 25.33%. Out of 22 districts in the state, the drop-out rate in 12 districts is higher than the state average drop-out rate. The district which display a very high drop-out rate are Kulgam (41.62%), Anantnag (41.33%), Budgam (40.90%), Ganderbal (38.51%) and Baramulla with 37.09 percent.
It was also observed that civil works taken up in Jammu and Kashmir are executed with very slow speed. Out of approved 526 new secondary schools, civil work is complete in 92 schools only (17.5%), and work in progress in 246 schools. Construction work in remaining 188 schools is yet to be started.
Gross Enrollment Ratio can be determined by calculating the number of students enrolled in school at several different grade levels (like elementary, middle school and high school), and examine it to analyze the ratio of the number of students who live in that country to those who qualify for the particular grade level.
Drop-out rate is the proportion of pupils/students who leave school during the year as well as those who complete the grade/year level but fail to enroll in the next grade/year level the following school year to the total number of pupils/students enrolled during the previous school year.
