| 4 years on, 812 posts of lecturers in Hr Secondary schools unfilled | | School Edu deptt fails to respond to JKPSC query | | Akshay Azad jammu, July 8: Plagued by chronic administrative inertia, Jammu and Kashmir School Education department has failed to fill up 800 posts of lecturers in higher secondary schools across the state, seriously affecting the academic curriculum in important classes. Besides, for the last more than six months the file pertaining to posts has been gathering dust somewhere in the cupboards of School Education department at Civil Secretariat, which has failed to respond to queries raised by Jammu and Kashmir Public Service Commission (JKPSC) over the validity of degrees obtained by candidates through distance mode. Sources informed Early Times that on July 21, 2011 the State Cabinet under the chairmanship of Chief Minister, Omar Abdullah had ordered for the creation of 812 posts of lecturers in the Higher Secondary Schools in the State. This was followed by the issuance of Cabinet decision number 133/17/2011 dated 21-07-2011. Following this the Government issued order number 442 dated 04-08-2011. Surprisingly, for the last nearly four years the file pertaining to posts has been moving from one table to another but the process of filling the posts is yet to be started by JKPSC. Incharge Secretary of Jammu and Kashmir Public Service Commission (JKPSC) said that they had returned the posts to School Education department around six months back, raising some queries. “We have not received the posts again and even School Education deptt has not replied our queries”, he said. Additional Secretary to School Education department RA Inqalabi said that the PSC authorities had returned the posts and have asked department to change the recruitment rules, taking into consideration the Government order number 252, pertaining to validity of degrees through distance mode. “We have decided not to change the recruitment rules and have decided to ask the PSC to advertise the posts, as they had advertised the posts of Assistant Professors for Degree Colleges”, he said, adding that within few days the posts would be returned to PSC. Pertinently, fifty percent of 812 posts were to be filled among the promoted masters of the School Education Department while as the rest of the posts were to be filled among the direct promotion quota. The order would have created jobs for 406 unemployed youth of the State, but as no follow up action has been taken so far the posts continue to remain un-fulfilled. According to the details reportedly, worked out by the School Education Department, 434 posts had to be created/promoted in the Jammu division while as the number of posts to be created/promoted in Kashmir division were 378. |
