Vaidik blissfully ignorant about UN resolution

JAMMU, July 17: Freelance journalist VedPratapVaidik in an interview toIftikarShirazi of Pakistani new channel, Dawn News, on June 29, inter-alia, gave the people to understand that the UN resolutions on
Jammu & Kashmir also envisaged third option (independence) and asked both India and Pakistan to withdraw their forces from the Jammu & Kashmir territories which were illegally occupied by Pakistan in 1947-1948. He also bemoaned the negative attitude of Pakistan to the third option. It appears Vaidik is blissfully ignorant about the Indian Independence Act of 1947, under which Pakistan also came into existence and Jammu & Kashmir acceded to India on October 26, 1947, and the August 13, 1948 UN resolution on Jammu & Kashmir.
Neither the Independence Act nor the said UN resolution provided for third option. There were only two options for Jammu & Kashmir - accession with India or accession with Pakistan. True, the UN resolution talked of a plebiscite in the entire State of Jammu & Kashmir as it existed on August 15, 1947, when India attained independence. But it is also fact that plebiscite was to be organized in the state to ascertain if the people of the state wanted to remain with India or join Pakistan. Since Pakistan failed to fulfill the conditions as embodied in the UN resolution, plebiscite could not be held. There was no third or fourth option. That's it. Vadik needs to revisit 1948 to know what happened at the United Nations on August 13, 1948 and what the UN resolution actually meant.
Vadik was also absolutely wrong when he told his interviewer that the UN resolution required both the nations to withdraw their forces from PoJK and Gilgit-Baltistan. It would be only proper to quote verbatim the relevant portions from the said UN resolution to set the record straight.
"When the commission shall have notified the Government of India that the tribesmen and Pakistani nationals referred to in Part II, A, 2, hereof have withdrawn, thereby terminating the situation which was represented by the Government of India to the Security Council as having occasioned the presence of Indian forces in the State of Jammu and Kashmir, and further, that the Pakistani forces are being withdrawn from the State of Jammu and Kashmir, the Government of India agrees to begin to withdraw the bulk of its forces from that State in stages to be agreed upon with the Commission".
"Pending the acceptance of the conditions for a final settlement of the situation in the State of Jammu and Kashmir, the Indian Government will maintain within the lines existing at the moment of the cease-fire the minimum strength of its forces which in agreement with the commission are considered necessary to assist local authorities in the observance of law and order. The Commission will have observers stationed where it deems necessary".
These should establish that the UN resolution did accept implicitly the Indian sovereignty in the illegally-occupied areas. It was Pakistan which was required to withdraw all regular and irregular forces, whereas India was to maintain law and order in the areas to be vacated under the overall supervision of the UN. Vaidik, in short, only spoke the language of Pakistan and Kashmiri separatists. It's no wonder then that the BJP-led NDA Government condemned his views on Jammu & Kashmir, as also his meeting with the dread terrorist, Hafiz saeed. It needs to be underlined that Vaidik was not only blissfully ignorant about the UN resolutions, but he also outraged and insulted the people of Jammu and Ladakh by creating an impression that their views on India were similar to the ones held by Pakistan and Kashmiri leadership. The fact of the matter is that Vaidik knew nothing about Jammu & Kashmir.
