| Favorites still favourable, no change in administrative apparatus | | | Bashir Assad Srinagar, July 17: The Omar Abdullah-led coalition government has failed yet again in infusing a new life in the administrative apparatus, courtesy the dissent in the state cabinet on petty partisan interests. Yesterday, the state cabinet effected the much-awaited transfers in the bureaucratic set-up at higher level. However, it could not bring a desirable change in the departments falling under the category of essential services, which Omar Abdullah himself refers to as the 'sadak, bijli, pani' departments. It is shocking that the ministers in the cabinet are engaged in hectic lobbying to save their blue-eyed officers. Reliable sources in the Civil Secretariat told ET that the files pertaining to the transfers and postings of high-ranking engineers are gathering dust on the table of R&B Minister, Abdul Majid Wani simply because some of his cabinet colleagues are not allowing any attempt to move their favourites. Sources said that Wani sent back a file pertaining to the posting of a chief engineer in a state organization because Deputy Chief Minister Tara Chand and Minister for Housing and Culture Raman Bhalla opposed the move. A Secretariat official, on the conditions of anonymity, highlighted that the staff in the personal section of the R&B Minister is highly vigilant in this regard. Whenever the transfer of any senior officer is mooted, they promptly get in touch with the person concerned and strike a deal. Sources said that the cherry on the cake is that if any complaint is received against any officer, the R&B Minister's staff makes the most of this too. After striking a suitable deal, the complaint is brushed under the carpet. Earlier this month, a complaint was received by the Chief Secretary's office against a top-ranking officer of a department involved in execution of developmental works. The complaint was forwarded to the office of the R&B Minister Abdul Majid Wani. Interestingly, the complaint vanished from his office and no trace was found of it, sources said. Sources reveal that prior on June 3, another complaint against the same officer was forwarded by the Chief Secretary's office to Commissioner Secretary Housing under No. 912-CS/2014-R, Dated 03-06-2014 for appropriate action. Reportedly this complaint is also missing. Pertinently the complainant in both the cases is an eminent person from Jammu. On learning of the fate of his complaint in both cases, the complainant has reportedly approached Director Vigilance J&K with a fresh complaint to investigate the charges of nepotism, favouritism and corruption against the official. Sources said that ministers from both National Conference and Congress are individually resisting any move of displacing their favourits from the places of postings. If the insiders are to be believed this all is done for money. It was also reliably learnt that some officers have given huge funds for the election campaign in the past and are doing the same repeating the same even today. |
