SRNAGAR, Aug 4: At a time when the state owned lone cement factory Jammu and Kashmir Cements Ltd is fighting for its survival, the government seems interested in its doom. The corporation is being headed by a non-technical official. Sources disclosed that Rakesh Sharma a non-technical person has been appointed as Managing Director of JK Cements Ltd. The government should have appointed Mechanical Engineer a technical official as Head of the corporation. The employees of the corporation have raised serious concern about the future of their own as they feel they said corporation is on its last leg. One of the employees wishing anonymity said, "The rules say that only a Mechanical Engineer of Mechanical Department or a professional who would have served the Cement Industry as General Manager for many years can head the corporation. But we have seen from last four years' only non technical officers and that too from Jammu and Kashmir SICOP are appointed as Managing Directors". Sources said that the Rakesh Sharma is allegedly enjoying the political patronage of babus of civil secretariat who earlier facilitated his posting at the key post and now are shielding his mishandlings. "What is most astonishing is that the officer who has been appointed as MD has no knowledge about the corporation. His posting is in total contravention and violation of the basic rules and norms," sources said. "The corporation is the source of our bread and butter, and we really want that the government should take to the tough task all those who are responsible for the deterioration of the corporation," said a group of employees while sharing their views with Early Times. Blaming the state government for the mess in the corporation, the employees alleged that mismanagement by the Managing Director has added to the problems, "Due to mishandling and mismanagement the working of the plant has almost failed and the Government is acting as a mute spectator." The employees said that MD has applied divide and rule policy to divide the JK Cements into three parts, Cement Plant established in Khrew as separate and Jammu based samba plant and Head Office in Srinagar should be in charged by separate officials. JK Cements has witnessed a sharp dip in production and revenue realization for the year 2013-14, sources revealed on Monday. The data shows that during the 2011-12, production of the plant was 1, 77,000 metric tons and during 2012-2013 it was 1, 68,000. However the figures have dipped to 1, 31,000 metric tons during 2013-14. Similarly, sources revealed that the sale of the cement during the2011-12 was Rs 120 crore, during 2012-2013 it was Rs 116 crore but come down to Rs 93 crore for this fiscal year. |
