Nepotism in Higher Education Department continues

Jammu, Aug 4: With anarchy and mis-governance ruling the roost, nepotism is rampant in the Higher Education department despite intervention of Chief Minister.
The placement of Jahangir Mir as Director RASHTRIYA UCCHATAR SHIKSHA ABHIYAN (RUSA), has not helped much.
Sources revealed that the annual allocations in favour of Jammu and Kashmir for the purchase of books by the Central Government is around Rs 4 crore inclusive of plan as well as non plan budgets, but the allocation received by Jammu is 40 % while that by Kashmir is 60%, even if the number of schools and colleges in Jammu is quite more as compared to Kashmir.
According to data received through an RTI application, the amount released under object head 011- Books and periodicals under Non- Plan for the year 2009-10, 2010-11,2011-12 amounts to Rs. 90 lakhs, Rs. 90 lakhs and Rs. 80 lakhs respectively while those released under Plan for the year 2009-10, 2010-11,2011-12 amounts to Rs 75.50 lakhs, Rs 1 crore and Rs 1 crore respectively.
The sources further said that one of the book supplier Cosmo Publisher, a Delhi based representative who is close to a local NC leader received maximum supply orders from the Govt colleges.
Sources also said that other Delhi based firms affiliated to Cosmo Publishers are getting most of the orders (exceeding 25 lakhs) in their favour while only a few orders below Rs 5 lakhs and is allocated to the Jammu based entrepreneurs including the only female entrepreneur in the State.
Lastly, the sources said that the Jammu based book sellers are always neglected by the State Government for getting supply orders. They also said that there is no modus- operandi adopted by the higher Education Department for the purchase of books.
Several attempts to contact Commissioner Secretary Higher Education Sheik Mushtaq went in vain as he was not available to answer the call.
Minister Higher Education, Mohd. Akbar Lone, when contacted by Early Times said, "I have no knowledge about the past but l no order has been sanctioned for the supply of books w.e.f 2012-13".
