English excluded from UPSC merit: Dr Jitendra

NEW DELHI, Aug 4 : In the background of the continuing controversy over UPSC Civil Services Examination, the Government today came out with a statement in both the Houses of Parliament declaring its intention on the impasse.
Dr Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, MoS in Prime Minister's Office (PMO), Personnel, Public Grievances and Pensions, Space & Atomic Energy, while speaking first in the Lok Sabha and then in the Rajya Sabha, said that controversy surrounding Civil Services Examination had been lingering on for quite some time and the issue had also been raised in both the Houses of Parliament from time to time. He said the Government had very seriously and patiently studied the entire subject and also tried to listen to all sections of opinion on the issue. The conclusion finally arrived at by the Government is in keeping with the larger interests of student community, he added.
Referring to the written statement by him, which had been circulated among the Members, Dr Jitendra Singh said, Government is of the opinion that in the Civil Services Preliminary Examination Paper-II, the marks of the question section on "English language Comprehensive Skills" should not be included for gradation or merit.
Announcing another major conclusion of the Government, Dr Jitendra Singh said that candidates who had appeared in Civil Services Examination of 2011 should be given one more attempt in 2015.
The statement in both the Houses of Parliament was welcomed with thumping of desks. Majority of the Members were of the opinion that this was the best decision that the Government could have taken and through this decision, nobody can accuse the Civil Services Preliminary Examination of carrying a language bias against any section of aspirants.
