| Contracts amounting Rs 15.40 lakhs given to single contractor by NK Resutra | | AG's audit report pins former Principal GDC Rajouri for gross irregularities in purchase, construction | |

Jammu, Aug 11: The Accountant General to Jammu and Kashmir in its report had held responsible nodal Principal GGM Science College for his clear involvement in irregularities committed during his tenure as Principal Government Degree College Rajouri, in various purchases and construction works amounting to over 20 Lakhs.
Audit report, the copy of which is with Early Times, revealed that former GDC Rajouri, Principal NK Resutra had misused funds amounting Rs. 6 Lakhs on installation of Wi-Fi system in the college despite availability of Broadband connection and huge embezzlements in construction works to the tune of Rs. 15.40 Lakhs and all the contracts were given to a single contractor, who was allegedly close to NK Resutra.
"Without any requirement during the year 2009-10, the then Principal GDC Rajouri NK Resutra went ahead with purchase of Wi-Fi system since the broadband connection was already available and computer laboratory (MCA) already connected with Broadband connection", the report revealed.
It further stated, "The payment of Rs. 6 Lakh made does not co-relate with the items installed by supplier/firms as brought out by the verification committee members", the report revealed.
According to report, payments were made against 70 wireless Lancards but on ground there were only 47, while two boxes of 300 meters each Low Loss R/F cable were shown but on ground the cable was not more than 100 meters. "Five 305 meters each, five DTP Cat-5e cable boxes were shown but the Audit team had found cable not more than 100 meters. Payment to the tune of Rs. 10,9200 was made against 10 WISP radios but there were only two on ground, Seven Patch Audibles costing Rs. 57416 wereshown but on ground there were only three", the report said.
The report further pointed that payments against seven Bullet RF Signal Corrector Jointer costing Rs. 29,128 were shown but on ground neither the items were quoted nor installed but payments were made. "Wi-Fi data sharing charges to the tune of 1,22500 were shown but the Audit team found that no data sharing was available on ground. The installation charges to the tune of Rs. 42,000 were also shown but the Audit team pointed out that no clear specification for the amount released and this was non-genuine payment.
The tale of misdeeds of NK Resutra didn't stop here and audit report further pointed out that construction works involving huge expenditure to the tune of Rs. 15,40652 were taken up in violation of rules that was without sanction and without authorized executing agency like PWD/JKPCC/ Rural Engineering Wing, by engaging one contractor Vijay Gupta son of Kuldip Raj Gupta.
Moreover, the Audit report also pointed out huge failure percentage during academic years 2008-09 to 2009-10 despite availability of sufficient staff. "In graduation Part-I failure percentage was 60.7 percent, in part II it was 28.4 percent and in part-III it was 34 percent", the audit report maintained. |
