| Bureaucracy hampers implementation of centrally sponsored schemes | | 3 years on, 3 projects under RKVY not materialized | | Bijay Charak JAMMU, Sept 8: Despite lapse of three years, the Jammu and Kashmir Government has failed to implement three projects of Horticulture, sanctioned in 2010-11 under Rashtriya Krishi Vikas Yojana (RKVY). Official sources in Horticulture department informed Early Times that under centrally sponsored scheme RKVY, Union government in the financial year 2010-11 had sanctioned 3 projects to the cost of around Rs 80 Lakhs for Jammu and Kashmir Horticulture department. "A project to the tune of Rs. 40 Lakhs was sanctioned for Import of Plant Material to Public Sector while another project with estimated cost of around Rs. 19 lakhs Small Nursery under public sector for production of rare and minor fruits but surprising state government still not implemented these projects", sources said. Moreover, the GoI has sanction another project Import of root stocks to Public Sector in same fiscal year to the tune of Rs. 20 lakhs and the deadline for completion of three projects was 2011-12, but even the second, third and almost fourth financial year was completed, but state government has done nothing and didn't utilize said funds which were approved by Union government three years back. Sources criticized state government, saying that one one hand GoI has approved funds for the state but astoundingly politicians and Babus (Bureaucrats) seem not interested to use the benefit of Centrally Sponsored Scheme as a result of which most of the projects were incomplete and few others were not implemented. "If the projects are implemented, it will help the unemployed youth to earn their livelihood", sources said. When contacted Director Horticulture, A K Sharma said that under the scheme funds were directly received by District Development Commissioners, who are also Chairman of district committee, most of the time they didn't visit to a particular site as the work would not implemented during the duration of period and so the funds are not being utilized. |
