Privilege notices by 14 Members of Parliament pending for want of factual report

NEW DELHI, Sept 8: The fifteenth LokSabha may no longer exist, but privilege notices moved by 14 of its members against IAS officers are still pending for want of a factual report from the concerned state governments. While the oldest privilege notice is based on a complaint filed by then LokSabha MP Ajay Kumar in December 2011, the most recent notice was moved by PremchandGuddu, who represented Ujjain in the last LokSabha, against Ujjain district collector in February this year.
Of the 14 privilege notices, which charge IAS officers on counts ranging from discourteous behaviour to non-invitation to public functions and protocol violations, five await a report from the Bihar government, two each from the Madhya Pradesh and Uttar Pradesh and one each from Jharkhand, UP, Gujarat, Andhra Pradesh and Tamil Nadu government.
The delay on part of these states in filing their reports on the privilege notices will come up for discussion at the meeting of the principal secretaries (personnel) of all states and UTs here on Tuesday. "The concerned states are to be requested to expedite the reports in the cases," says the agenda note of the meeting circulated by department of personnel and training (DoPT).
Among the privilege notices, one relates to a letter written by the then MP from Jamshedpur, Ajay Kumar, in 2011 to secretary general, LokSabha, seeking clarifications whether an MP can call government officials to public meetings chaired by him. Former BSP MP Bhisma Shankar alias KushalTiwari too had complained against district magistrate of SantKabir Nagar, UP, in 2013, alleging violation of protocol and discourteous behaviour.
Similarly, Kirti Azad, who has since been re-elected to the 16th LokSabha, had filed a complaint in June last year alleging non-invitation to a public function in Darbhanga. In May last year, then Congress MP from Rajkot KunvarjibhaiBavaliya had moved a privilege notice against commissioner, Rajkot Municipal Corporation.
Other MPs of the 15th LokSabha who complained against district magistrates/district collectors posted in their home constituencies are Siwan MP O P Yadav, Dahod MP Prabha Kishore Tavaid, Ujjain MP PremchandGuddu, West Champaran MP Sanjay Jaiswal, Sriperumbudur MP T R Baalu, Rewa MP Deoraj Singh Patel and Misrikh MP Ashok Kumar Rawat. Even NamaNageswaraRao had, during his term as LokSabha MP from Khammam, filed a complaint against Andhra Pradesh chief secretary, Khammam collector and a superintending engineer.
Then Jhanjharpur MP ManganiLalMandal had moved privilege notice against the "malicious attitude" of Madhubani DM in September 2012, while Banda MP R K Patel complained against district magistrate, Munger, on August 13, 2013, for not replying to his letters.
