| GOI to replace State Govt regarding rehabilitation of flood affected people | | Central Government higher ups busy framing package | | Jehangir Rashid SRINAGAR, Sept 24: Government of India is all set to bye-pass the State Government in providing rehabilitation money to the flood affected people of the state. This is being done to ensure that the deserving people get the money and no bungling whatsoever takes place. Sources told Early Times that Government of India is working out on a proposal for providing package to the flood affected people of state. The package would be announced as and when the assessment is done in all the areas and the compiled report is presented to the concerned stake holders. "The State Government would be entrusted with the responsibility of providing rehabilitation money to the flood affected people out of the funds meant for disasters. On the other hand the maximum amount for the flood hit people would be provided by the Government of India and it would be ensured that the rehabilitation money lands in deserving hands," said sources. Sources said that some top bureaucrat from New Delhi would lead a team of top notch officials and they would distribute the rehabilitation money among the needy people. There would be minimum interference of the State Government in this regard and it would be safe to say that State Government would be sidelined in the process of disbursal of money among the affected people. "There is a serious trust deficit with respect to functioning of State Government in New Delhi. It is due to this reason that Government of India does not want to play in the hands of State Government as far as distribution of rehabilitation money is concerned. The Central Government officials are working on a fool-proof mechanism in this regard and details would be known soon," said sources. Sources said that since there is a non-Congress Government at the Centre at present, the State Government too has resigned to the fact that they will be ousted in process of rehabilitating the flood affected people. The cold shouldered response shown to the State Government team by the Central Government with respect to rehabilitation is a significant reminder in this whole issue. A team of Ministers of the state led by Finance Minister, Abdul Rahim Rather had projected demands before the Central Government as soon as flood hit the state some three weeks back. The team faced embarrassment as they were told to concentrate on rescuing people at that time of grave crisis. Some people booed the Ministers saying that they have come all the way from Srinagar to 'beg' in New Delhi. Importantly, a huge chunk of people in the state have demanded that State Government should be kept at bay in the process of rehabilitation of the flood affected people. These people say that State Government utterly failed in providing relief to flood affected and same would be repeated if they are asked to rehabilitate the affected people. It would be in place to mention here that Prime Minister Narendra Modi announced that Government of India would give relief package of Rs 1000 crores in the initial phase for the flood affected people. The Prime Minister made this announcement after paying a one day aerial visit to the flood affected areas of the state on September 7. Following this announcement many Central Government ministries and departments announced separate packages for the flood affected people of Jammu and Kashmir. As the winter season is approaching it remains to be seen how much more time would be taken for the formulation of package for the flood affected people. |
