SRINAGAR, Feb 11: Blame it on the absence of a stringent mechanism to ensure transparency, the menace of illegal appointments is continuing in the urban local bodies department and a substantial part of the allocation is drained off on the illegal backdoor appointees.
Sources while talking to Early Times said that, government has failed in its promise with regards to transparency and accountability in few departments and ULBK is in the top list, they should reshuffle the officers who have brought bad name to this department.
Sources said that the grants-in-aid to the Municipalities comes from the Consolidated Fund of the State, and that is the reason there is no accountability and transparency in the department concerned and with the result the common masses are suffering as the money is being received from them in the various forms of taxes.
"There were clear cut directions given through five year plans in which a goal was set for the years 2012-17, and a proposal was also set up at urban regulator at state level to increase the implementation of information technology at ULB Level, but unfortunately that is missing now", sources claimed.
They said that the commissions have also instructed that supplementing of state funds should be made for financial assistance on the basis of state finance commissions' reports, and recommendations on the usage of funds for functions like audits, maintenance of civic facilities and operations of the local bodies were also part of its recommendations.
There are scores of Municipal Councils/ Committees (MCs) across the state where salaries were illegally drawn in favour of more than two dozen incumbent officials without any fear or accountability, sources alleged.
They said that there are various grants given by government and they have a good number of resources like IDMT for works, Local Income, Adda Entry fee, Building Permission Fee, Trade Tax, and Rent of assets and so on.
Sources believe that if the grants were rationalized by the government, the salaries of excess staff/irregular staff will naturally be ceased.
Sources further said that if government is serious in its approach then monthly Grant in Aid should be reduced by at least 50 percent and the saved funds could be utilized for development activities through directly flouting tenders at the Directorate's level after getting works program through concern Deputy Commissioners.
