Land Acquisition for Ring, Semi Ring Roads

Jammu, Feb 11: As the land acquisition process for construction of Ring and Semi Ring roads in Jammu and Kashmir divisions is gaining momentum from Government side , the necessary notifications under various section of J&K Land Acquisition Act 1935 are not allegedly proactively available. Sources say that these notifications are not even available on the official websites of various districts like Kathua , Samba , Jammu , Udhampur , Pulwama , Budgam , Srinagar , Baramulla , Bandipora and Ganderbal.
Details available with Early Times reveal that except notification number 6 , all other notifications under section 4 , 7, 8 and 9 have not been uploaded on Government websites especially the district websites . The section 6 notices have been uploaded by the Revenue Department website of J&K Government in July last year, but all other notifications are not at all available. Even in Tehsil offices the notifications are not publically available. Sources say that in DC offices the officials of land acquisition section are demanding bribes for handing over the notifications to the farmers. " All these notifications are public document , and were published in newspapers across sate , but all the farmers do not read English news papers . Govt is supposed to handover notifications in the villages itself plus lot of drum beating is to be done in villages where land is to be acquired , but this never happened. In addition to it all the official district websites should upload these notifications village wise " says Shamsher Singh of R S Pora
As already reported by Early Times an alternate 62 km highway is coming up in Kashmir valley connecting outer Pampore highway with Manigam - Ganderbal via Wathoora , Chadoora , Budgam , Wadwan Narbal, Sumbal , Lar and Manigam in Ganderbal. This Semi Ring road starts from Gallandar Pampore and ends at Manigam in Ganderbal. 6000 kanals of agriculture land will be acquired in Pulwama , Budgam , Srinahar and some parts of Baramulla, Bandipora and Ganderbal districts. In addition to it another highway called Ring Road will be constructed around Jammu , which will start from Kathua and will pass through various areas of Kathua , Samba , Jammu and Udhampur . Between Nagrota and Udhampur the highway will connect with Srinagar Jammu national highway.
"The National Highway Authority of India (NHAI) pays adequate compensation to the farmers / other persons whose land and property is acquired for construction of highways in other states of India. 4 times in Rural areas , 2 times in Urban areas plus jobs , we also want similar benefits" said G A Paul President Semi Ring Road Land Owners Welfare Committee Kashmir
"As per the provisions of new Land Acquisition Rehabilitation & Resettlement Act (LARR) enacted by Congress lead UPA Government in 2013, land and property owners get 4 times more compensation than the market value of land/ property in rural areas and 2 times in urban areas, but the said law is not applicable in J&K. Thus our land is snatched for peanuts. We took up this matter with Chief Minister Mehbooba Mufti , Revenue and Works Minister plus several Ministers , MLAs and MLCs , but no concrete steps have been taken . Even farmers are not taken into confidence , no meetings are being held with us being main stake holders. We now give 1 months ultimatum to Govt if they fail to address our demands we will come along with our families on roads and fields and will not allow highway construction " said Kulbhushan Khajuria of Ring Road Land Owners Welfare Committee Jammu
As reported earlier the official Government websites are mostly defunct or not updated on time. Same is the condition with district websites. The land acquisition notifications should be made proactively available on the official websites , but this isn't being done.
