DB directs JMC to make a comprehensive plan | Tagging of stray cattle | | Early Times Report JAMMU, Feb 13: A Division Bench of Jammu and Kashmir High court comprising of Justice Badar Durez Ahmed(Chief Justice) and Justice Dhiraj Singh Thakur directed the Jammu Municipal Corporation to make a comprehensive plan for tagging of stray cattle and submit the report on next date of hearing. Counsel for the petitioners stated that following the directions given in the order dated 16.11.2017 and 22.11.2017, many of the un-licensed dairy owners had applied for licenses but their licenses, for one reason or the other, have been rejected by the Jammu Municipal Corporation and applicants are availing of remedies available to them under the Act itself. He further submitted that a general complaint has been made on behalf of the dairy owners that the State Pollution Control Board is not responding to the applications for issuance of the No Objection Certificates. Consequently after hearing the submissions, DB directed the State Pollution Control Board to take prompt action on the applications and decide the same one way or the other, and not later than two weeks from today. After hearing the contentions of the Learned Counsel for the petitioner, DB observed that the City of Jammu, particularly within the limits of the Jammu Municipal Corporation, has a large number of stray cattle. but there is no tagging policy in Jammu. The learned counsel for the Jammu Municipal Corporation submits that the Corporation would undertake the tagging of stray cattle so that each stray animal is identified and their numbers would be known for the purpose of removing them to the cattle pounds. Taking a view from the suggestions made by the learned counsel for the petitioner based on the directions given with regard to the stray cattle by the Delhi High Court, DB directed the JMC to take note of the suggestions made by Learned Counsel and if possible, adopt the salient features thereof. |
