Jammu, Feb 21: Despite repeated reminders by PMGSY Chief Engineer, SE Jammu and XEn Poonch are yet to submit report on diversion of link road from Kotain to Upper Ghulhta.
Reliable sources of Revenue Department informed Early Times that to benefit an official (AE) of PMGSY, the district administration of PMGSY officials changed the road alignment. In 2004 the link road project was sanctioned under Central Sponsored Scheme and its survey was done by revenue department. At that time no body have objection the survey which was conducted by Revenue department but when the construction of road was started, Manzoor Hussain a local resident of Ghulhta had filed a writ petition in court for change of road alignment in 2015, same year the court had dismissed the plea and directed PMGSY officials to construct road on its original survey.
"However, people whose land was acquired for construction of road in its original survey, few of them get their compensation but astoundingly despite court direction the PMGSY officials with the help of district administration Poonch had diverted the road", sources said, adding that many times locals filed complaint against the irregularities done by PMGSY to district administration instead of taking action against officials the administration claimed that the road constructed as per approval plan.
The ground level officials of Revenue Department (Patwari) reports contradict all claims of district administration as well as PMGSY officials. The reports read that alignment of said road had been diverted from its original survey and as per report the land compensation among few were distributed by district administration.
To benefit the officials of PMGSY the road alignment was changed more than 50 meters from its original survey and the people compensated their land was not acquired for road.
Sources further said that a complaint was filed by the locals in Chief Minister Grievance office against the district PMGSY officials in December 2017 and within days the PMGSY Chief Engineer had forwarded to concerned Superintendent Engineer Jammu and XEn Poonch and directed them to submit reports within 15 days but after sent of five reminders to the officials, till date they have failed to submit it to Chief Engineer.
