Junior KAS officers smell rat in retention of 21 'blue eyed' officials

Jammu, Feb 23: The government order with regard to posting of the Junior Scale KAS officers of 2011 batch and 2013 batch issued vide Government Order No. 279-GAD of 2018 Dated: 20-02-2018 has become the point of discussion among the political and bureaucratic circle.
Retention of 21 Junior Scale KAS in the same department where they are presently rendering their services has raised questions. Several Junior Scale KAS officers smell rat in the retention of these blue eyed officials.
As per the details available with "Early Times", the Government Order No. 279-GAD of 2018 stated that in the interest of administration, the Junior Scale KAS officers of 2011 batch, who are presently deployed in different departments in terms of Government Order No. 922-GAD of 2015 dated 01.07.2015,read with various Government Orders on the subject, issued from time to time, and Junior Scale KAS Officers of 2013 batch who are presently deployed in the Department of Rural Development and Panchayati Raj in terms of Government Order No. 895-GAD of 2014 dated 19.08.2014, are hereby recalled.
The order stated that "Consequent upon the above, the services of these Junior Scale KAS officers are now placed at the disposal of the Administrative Departments in three phases, as per the details forming annexure I, II & III to this Government Order."
The order further stated that the officers figuring in Phase-I shall join the new departments immediately. However, the officers figuring in Phase-II and Phase III shall move exactly after a gap of one and two months, respectively, from the date of issuance of this order while the following officers shall continue in the Departments where they are presently deployed, for a period of six months or till further orders, notwithstanding their allocation of new departments in any of the three phases of rotation which include Malik Suhail Ahmad, Syed Faheem Ahmad Bihaqi, Dr. Amir Hussain & Ms. Nuzhat Qureshi were retained in Revenue department while Er. Sarib Sahran, Dr. Bashir Ahmad Bhat, Dr. Manisha Koul & Rizwan Asgar were retained in Finance Department, Ms. Sanchi Mishra, Jahangir Ahmad, Ms. Neha Sharma, Ms. Nazia Choudhary, Shaid Iqbal, Mukhtar Ahmad Dar & Mehraj-ud-Din Wani in Department of Rural Development & Panchayat Raj, Ajay Salaan in Department of Food , Civil Supplies & Consumer Affairs , Mumtaz Ahmad Pir, Muzaffar Ahmad Sheikh were retained in Social Welfare and Syed Yasir Farooq , Adil Fareed & Syed Farooq Ahmad were retained in Secretariat itself.
As per the order, the Junior Scale KAS Officers of 2011 and 2013 batch posted in the personal sections of Ministers/Ministers of State shall continue at their present places of postings notwithstanding allocation of new departments to them in any one of the three phases mentioned in this Government Order while the Junior Scale KAS Officers of 2011 and 2013 who are presently on any kind of leave, shall immediately on expiry of such leave report to the Administrative Department at the disposal of which his/her services have been placed.
The government order stated that the respective administrative departments shall post the officers, excluding those mentioned at ii & iii above, immediately, strictly in conformity with the guidelines detailed in Transfer Policy notified vide Government Order No. 861-GAD of 2010 dated 28.07.2010 while such officers appointed to the service (Junior Scale KAS) on the basis of being a resident of backward area or an area adjoining line of actual control shall be posted in their respective backward areas/areas adjoining line of actual control, as the case may be in terms of Section 3(2) of the Jammu and Kashmir Reservation Act 2004, as amended from time to time, and in terms of Circular issued by General Administration Department under endorsement No. GADIMtglRB-IV/29/2012 dated 21.09.2012.
Speaking to "Early Times" several Junior KAS officers said that retaining some blue eyed officials reflects that only these officials are superior or super intelligent while rest of the junior KAS about 400 in number are inefficient and cannot cope-up with the responsibilities given to them and termed the same as demoralizing .
They said that the order passed by the General Administrative Department and the reshuffling made thereafter is good and appreciable, but the retention of 21 Junior Scale KAS in respective departments shows disparity with the others which could be a demoralizing factor for many of them urged the Chief Secretary B B Vyas to look into the matter.
They also called for implementation of the reshuffling order in one go without putting a gap of one and two month joining time in between annexure I, II & III.
