'Department concealed facts, no e-tenders for purchase, renovation works'

Jammu, Feb 23: The Joint House Committee of Legislators on Estimates has reprimanded Estate Department for not adopting transparency, as works worth several crores were being executed without e-tendering.
Moreover, the Department, according to report submitted to House, concealed correct information with regard to the allotment of commercial infrastructure norms adopted for such properties and the revenue generated through this process annually.
The 13 members Committee, headed by MLA Mohammad Ashraf Mir expressed concern for complete lack of transparency in purchase and renovation works.
"The Committee expressed deep concern over the slow pace of work by the department for not adopting e-tendering process for the purchase of domestic utilities/repairs/renovation work etc. In response, the Director Estates Department apprised the Committee that domestic utilities were being purchased through e-tendering process from (SICOP)", the committee mentioned in its report presented in the House.
The committee, however, observed that tendering system was a time consuming procedure, while as renovation works of urgent nature as per the requisition of various dignitaries were required to be completed within the shortest possible time, but from now onwards no renovation works would be executed unless proper estimates prepared by the department are approved by the Chief Minister.
"Construction of residential accommodation both at Srinagar/Jammu should be made in the separate Colonies for Legislators, Construction of Government accommodation by way of dismantling old unsafe structures at various colonies", the committee advised concerned department. The committee also recommended that government accommodation be given to PROs, PAs and PSOs of MLA/MLCs. The Committee discussed the issue of unauthorised occupation of Government accommodation by Ex-Legislators and directed the department to ascertain the factual position of the issue in question.
