Appointed in Udhampur, class 4th employee enjoys attachment in Rajouri for 23 yrs

Jammu, March 1: At least four governments came and ruled the state in the last 23 years, but none of them considered it important to streamline stagnation that has plagued tehsil office, wherein a 4th class employee continues to enjoy attachment.
According to an RTI reply, a 4th class employee has completed almost 23 years of his total service as an attached employee in the office of a Tehsildar in Rajouri district, however, he was appointed in Udhampur.
Reply of RTI in possession of Early Times reads that Sham Lal of Devak who was appointed as orderly vide order of Deputy Commissioner Udhampur order no. 530-31/Acctt dated 08-08-1985 as per service book record.
After his appointment in Tehsil office Reasi (then Reasi was part of District Udhampur), he was transferred from Tehsil Office Reasi to the office of Tehsildar Sunder Bani on 15-03-1994. -03-1994.
According to sources, overstay of this employee has created his monopoly in the area and now he is allegedly effecting various government activities as per his whims.
They alleged that the employee is also spotted many times with some pressure groups, thus he has good holding in the area, due to which he is enjoying his overstay in tehsil office Reasi.
"Due to his affiliations with the pressure group, the seniors in the department are reportedly hesitant to take action against his over stay," said sources.
