Law Makers or Law Breakers?

Early Times Report
KATHUA, Mar 1: Two days after police arrested several people including women for alleged violation of section 144 in Kathua, two ministers went on to address huge public gatherings using public address systems at Kutta village of Hiranagar on Thursday.
While addressing the Hindu Ekta Manch Public gathering at Kutta village of Hiranagar, a senior Minister openly said to the people that he did not care for section 144. "We have seen many 144 sections" the Minister said in an obvious move to provoke people who had assembled there despite the restrictions. Interestingly, the administrative machinery did not dare to go close to the venue of the rally," he said.
A notification to this effect was issued on 19 February by Kathua Deputy Commissioner (DC) Rohit Khajuria banning the aforementioned actions for one month . The order was seen as a move to maintain law and order in Hiranagar sub division of district Kathua over the Asifa Bano Murder case.
Another senior Minister also used a loudspeaker to address the gathering and attended it despite a ban.
A source in the district administration said the local administration had invoked section 144 but it was the police's responsibility to ensure its implementation.
