PDD officials fail to frame proposals for projects in Jammu

SRINAGAR, Mar 1: In an example of administrative inertia, the officials of the Power Development Department have failed to frame a comprehensive proposal for atleast nine projects of Jammu region.
Sources said that nine centrally-sponsored projects were sanctioned to the state under two DDUGJY and IPDS schemes for installation of poles and transmission lines. Each region was expected to get around Rs 600 crore under these two schemes for strengthening of power distribution system. "There has been zero spending," sources said. "These funds have to be spent within a time framework. If there is further delay then these funds may get lapsed," sources said.
However, PDD officials in Jammu failed to submit a comprehensive proposal about these projects to the government. "The PDD officials created delay in framing a comprehensive proposal," an official of the PDD, said. "It is due to their lack of concern that projects could not be started in Jammu for installation of poles and transmission lines."
In Kashmir, sources said that PDD officials have submitted a proposal to the government, but could not be implemented due to varied reasons.
Giving various reasons, he said that after several months of work, the projects were awarded to successful bidders, but soon after the authorities cancelled the tenders.
The official said the tenders were cancelled after a monitoring body gave an adverse report about these companies.
Sources said that despite issuing multiple extensions for tenders, no company has now come forward so far. "Companies are not interested because of the past experience when contracts were issued to bidders then were cancelled at the eleventh hour," the official said.
In December last year, the government of India last announced an allocation of additional power of 792 MW for Jammu and Kashmir during winters.
However, the official said that additional allocation of power would have helped the state only if "we had required infrastructure available".
He said that state would get benefit from additional allocation of power only when the Jalandhar-Leh power transmission line and Alastang grid station gets completed.
Similarly, the official said that Alastang grid station, on which work was started eight years before has not been completed, which could have upgraded the power scenario in Kashmir.
The work on Alastang grid station was started in 2010 for transmission of electricity to Ganderbal district. However, very least work has been done on the project over the years and missed multiple deadlines.
An official of the Power Development Department, said that there is an immense load on Pampore and Zainakotepower grids from where electricity is being supplied to Srinagar, Ganderbal, and Pulwama districts.
"The two power grids face overloading resulting in frequent power cuts in Srinagar and Ganderbal districts. Presently, the Ganderbal gets electricity from Zainakote grid station and remains overloaded," the official said.
