'Cancerous' society of Kashmir lacks transparency
Runs on Public Funds but denies info to public?

Srinagar, Mar 1: Cancer Society of Kashmir (CSK) is a charitable institution registered under J&K Societies Act. CSK runs on public charities , donations and zakat money , but when information is sought under RTI Act about the financial transactions , donations given to CSK and its utilization, the society has categorically denied information to the information seeker by saying CSK is exempted from giving information under RTI Act.
Details available with Early Times reveal that one M M Shuja a Human Rights activist and Senior Journalist filed an RTI application before CSK office in January this year. The reply came after more than a from its General Secretary wherein information seeker was informed that CSK does not come under RTI purview and thus details sought vide RTI Act can't be revealed.
While talking to Early Times M M Shuja RTI applicant said " If CSK is not a public authority that does not mean it won't share details with public. People are paying donations to run such NGOs and these NGOs have a moral responsibility to make voluntary disclosure of donations received and its utilization. I did not want to question the credibility of CSK , but I simply wanted to know how many cancer patients have been benefited, but it seems CSK which is run on zakat fund does not want to follow transparency and wants to hide things from public"
Pertinent to mention that many NGOs in J&K who work on public donations also do not want to make their funding public. This is the case with many private schools also who are indeed public authorities and get dinations from Govt and semi Govt organizations. Several Missionary schools in Srinagar have been provided land by Govt against a minimal rent but the schools charge huge fees from students and not even 10% students from disadvantaged communities are given free education. The State Information Commission (SIC) even declared many of these schools as public authorities, but the order was stayed by High Court and matter is sub-juidice as on date….
