Jammu, Mar 3: Some startling revelations are coming to fore about government's step-motherly treatment to the vital road projects in Jammu region of the state with Jammu- Akhnoor Pooch four-laning project dying a dreadful death.
Thanks to the government's non- serious approach, there has been no forward movement over making the vital four-laning project of Jammu- Akhnoor and Poonch a success story.
The official documents in possession of the Early Times newspaper reveal that out of the whooping Rs 5100 crores sanctioned for the project by the government of India, the state government has so far been able to utilise mere three lack rupees on ground. The figures are probably reflecting the best example of how the vital developmental projects in Jammu region of the state of Jammu and Kashmir are receiving a step motherly treatment.
Sources privy to the development told Early Times that as the government of India sanctioned Rs 5100 crores for the project, the state government has been non- serious about the implementation of the funds on ground due to which no more than mere three lakh rupees. "You can well imagine what would be the fate of the project wherein mere three lakh rupees have been spent in three years. The fact is that the government isn't exhibiting seriousness of any sort in making the project a success," says an official.
Pertinently, the Jammu-Akhnoor-Rajouri-Poonch road was declared as the new National Highway (NH) 144-A, and approved under the package for Rs 5,100 crore in November 2015.
While the National Highway Infrastructure Development Corporation has been entrusted the task of executing the project on the Jammu-Akhnoor section, the Border Roads Organisation (BRO) was asked to take up the development of road from the Akhnoor-Nowshera-Poonch section with the existing carriage way of two-lane to its four-lane specification.
The issue of Jammu Poonch road was raised plethora of times by the people of the Jammu region of the state and finally after a long time, the demand was considered by the central government.
When the project was announced, it was hailed by one and all and the people of the Jammu region also had demanded at that time that the government should also start work on railway line from Jammu to Poonch as Poonch remained the most neglected district as far as development is concerned.
However, at present, there are various departments at present in the Jammu and Kashmir government which are acting as a major spoilsport in the entire process including the Power Development Department and Public Health Engineering Department, which as per the reports coming to fore are yet to initiate the process of shifting their respective utilities. "The government could have easily paced up the process but irony] is that it is not doing anything due to which the situation on ground continues to remain dismal and pathetic. The funds could well get lapsed and still the state government wouldn't be moved an inch. This is how the development takes place in this part of the country," says a senior official in the state government.
