Jammu, Mar 3: What the incumbent Vice Chancellor, University of Jammu has achieved during his tenure, as the major recommendations made by the Chancellor, during 80th Council went un-noticed.
According to sources, during the 80th University Council that was held on 25th April 2016, Governor N N Vohra, the Chancellor made several recommendations, the nepotisms and favouritism over ridden the visionary and remedial steps for the varsity.
Sources said that in the item no 80.36 a resolution on Empanelment of Legal Counsels was brought before the council. "The need to revisit the existing panel of legal Counsels of both the Universities and desirability of engaging the services of reputed legal firms having Advocates of long standing and reputation on their rolls", resolution read and added that the VCs of both the Universities (JU, KU) will get and list the name(s) of senior and reputed Advocate(s) and sent it to the Chancellor for obtaining his approval. "Advocates who shall be empanelled from the list so submitted, initially for a period of three years, further extendable by another two years", the resolution read and same could not materialise.
They said that the item no 80.25 of the Council talks about One Man One Post, but it could too not be materialised. "Considered the matter w.r.t. additional charge of not more than one Administrative position/post to an individual that requires full time involvement", sources said and added that but still there are instances where, a professor is holding one than one post in JU.
Sources further said that the item no 80.17 for Regular Monitoring of Semester System in DDE could also not be materialised. "Considered the adoption of Semester system at the undergraduate level through Directorate of Distance Education, University of Jammu from the Annual system to the Semester system for the academic session 2016-17 as per the recommendations of the Campus Deans in their meeting held on7-7-2015", sources said and added that implementation of the resolution does not exists anywhere.
Sources further said that under item No 80.10 MoUs of past 10 were to be reviewed. "Resolved that the action taken by the VC in having signed the Memorandum of Understanding entered between Preah Sihanouk Raja Buddhist University, Cambodia and the University of Jammu, be confirmed", the resolution read.
The resolution further resolved that the progress made and tangible outcomes gained from such MOUs were concluded by the University during the past ten years be reported at the next meeting of the University Council. "No development into the resolution is visible in the campus", they said. Sources further said that in another major recommendation to deal with traffic congestion in the campus, the multi storied parking for proposed that too could not be materialised.
