Jammu, Mar 11: The investigating professionalism of State Vigilance Organisation is once again under scanner as the investigation officers (IOs)of this premium anti-graft agency are themselves involved in corrupt practices.
The Modus operandi is very simple. The IOs in connivance with the prosecution team and in some cases even higher officers conspire to give undue benefits to the accused, after a deal has been struck between them.
In a bizarre incident, a complaint was registered by the State vigilance organisation, under SVO-Veri-(PR)-17 of 2013, wherein complainant had raised serious allegations of wrongfully issuing Reserve backward Area (RBA) certificate by the revenue authorities; double attendance of Govt officials for 3 years, wrongful issuance of fraudulent ration card etc. Though the complainant had all the supporting documents as annexures yet the designated IO adopted dilly dalling approach in pursuing this verification for the reasons best known to him. He even in connivance with the legal officers rallied on a document issued by the then divisional commissioner Jammu, to bypass the Govt SRO 294 dated 21.10.2005 to legalize an illegal RBA certificate.
Even the judgement of the state high court was ignored by the IO. To defer the investigation process and extend benefits to accused, an old court case which has no binding on the present investigation was brought in to tag it as "sub-judice" case. Higher officers entrusted with this verification even adopted the dictatorial tactic to harass the complainant and deter him from following this verification. It became clear when on 15 September, 2017 when a senior officer asked his steno to track the whereabouts of the complainant.
"Many cases in the vigilance organization have been sabotaged through this deceit of the investigating officers, which is making them richer by the day" said the complainant, lamenting that he was taking up the matter with CM grievance cell and the Governor's office.
