Illegal allotments, financial irregularities galore in Narwal Mandi
Tainted officer calling shots, stake holders seek Vigilance inquiry

Jammu, Mar 11: Anger is brewing amongst the stake holders of the Horticulture industry, which is the mainstay of economy of the state, as certain officers, through their deceit and fraud are harassing the growers and traders and making huge illegal pecuniary gains in exchange, allegedly under political patronage.
An office bearer of a traders' association in Jammu divulged to ET that one such officer, who has several cases of misappropriation pending against him managed his present posting at the fag end of his career was misusing his position to bleed state exchequer through fraudulent allotments, illogical constructions and arbitrary purchases made in violation of laid norms. "This officer managed his present posting to misuse his position at the fag end of his career and has completely raped the department and harassed the stake holders of the industry through his deceitful working and impropriety" the office bearer said. "There have been blatant irregularities in works undertaken by the department in Narwal mandi, which include construction of new block of Kissan Ghar, which is under unlawful siege of some officers of the department, construction of sewerage and drainage tanks, construction of gate plaza and others" he added seeking vigilance probe in all these works. "The irregularities in constructions are not confined to Narwal Mandi alone, such irregularities have been done in the properties of the department in Srinagar, Delhi and Calcutta also" he added further. The documents, copy of which is in possession of ET divulged that fraudulent allotments of shops at the Narwal mandi were made allegedly in exchange for pecuniary benefits. Fraudulent allotments were also made to the relatives and blue eyed of the ministers, depriving the eligible candidates of their legitimate due. "The bonafide alottees are denied No objection certificates (NOCs) and are issued these certificates only after greasing the palms of the officials concerned" the office bearer added.
It is pertinent to mention here that the said deputy director who is calling the shots in the department with the blessings of his political master has been involved in grave irregularities including fraudulent de-notification of departmental land in Akhnoor Mandi in favour of private party allegedly in exchange for huge kickbacks and the inquiry is pending against him in Crime branch of the state police. Further, following a departmental inquiry against him, in allegations of financial misappropriation, it was revealed that the officer made arbitrary purchases during his tenure as Assistant Director Horticulture Planning and marketing. "The deputation of a tainted officer as incharge Dy Director Horticulture Planning and Marketing at the fag end of his career with powers to take major financial decisions needs to probed as it smells of a deeper nexus" the office bearer averred.
