DSEJ shields ZEO Manjokote, punish teacher for violation of order

Jammu, Mar 12: The Director School Education Jammu has made some teachers scapegoats to shield Zonal Education Officer (ZEO) Manjakote, who was responsible for violation of an order, regarding assigning of duties of teachers in class 12th examination.
Sources informed Early Times that ZEO Manjakote vide order\ no:780/MK/1968-72 dated07-03-2018 had appointed some teachers as supervisors for one day only (09-03-2018) for class 12 examination and directed them to report their respective centres before half an hour. One of the teachers namely Sajhida Kouser whose actual place of posting was at Government Middle School Daran, was asked to work as supervisory staff at examination centre Government Higher Secondary School Ghambir Mughlan, as per direction of Zonal officer Manjakote. Sajhida Kouser went to the examination centre as per the order but during examination for the subject chemistry, Chief Education Officer Rajouri visited the examination centre and enquired about the staff deputed there. He enquired about their qualifications and he found that one teacher (Sajhida Kouser) was M.Sc in Chemisty and the examination Chemistry was undergoing there. Instead of taking action against the ZEO and Principal of the School the Chief Education Officer, issued suspension order of the teacher for allegedly violating director's order, which prohibited all subject teachers from acting as supervisory staff, sources said,
It was vey interesting as per DSEJ order it is clearly mentioned that no subject teachers will be assigned the supervisory duty during class 10th &12th examination but the Zonal Education Officer was either unaware of deliberately directed the teacher to perform duty as supervisory staff. However, the head of the institution, who is overall in charge of examination also seems unaware about the order issued by DSEJ and allowed the teacher Sajhida Kouser to perform duty during examination. The CEO Rajouri has not taken any action against ZEO Manjakote and is shielding ZEO as well as Principal of School, who were held first responsible for such dereliction of duty. "If the teacher would not go there to perform her duty, disciplinary action would have been taken against her but when she had gone there, she was placed under suspension, arbitrarily", sources said, adding that the CEO is\ shielding the higher officials and has made teachers scapegoats. Sources further said that there could be a major copying scandal in the areas, in which the teachers, principals as well as ZEO could be involved but the higher officials are being spared by the CEO and punishing the lower staff.
Chief Education Officer Rajouri, Lal Hussain was not available for comments, despite repeated calls.
