Kishtwar, Mar 22: Allegations of massive irregularities in construction of toilets under the Swachh Bharat Mission (SBM) are pouring in from different parts of Kishtwar district.
Reports from Nagsini, Padder, Marwah and Warwan blocks said that several influential people got an amount of Rs 12000 for each toilets while in reality no toilet was constructed. In many cases already constructed toilets were shown in records and payments were withdrawn. The people alleged that local members of all the political parties were involved in the irregularities as they were pressurising the Rural Development Department (RDD) officials to pay to their workers without construction of these toilets. Meanwhile, the officials of RDD today informed the district level committee meeting chaired by District Development Commissioner Kishtwar Angrez Singh Rana that 29172 toilets have been constructed under the SBM while 16056 more toilets are under construction in the district to cover all uncovered areas. Speaking on the occasion, DC Kishtwar said that government has set December 2018 deadline to make the state free from open defecation. He stressed on the need for an attitudinal change among the people who are the major stakeholders in this noble task. He apprised that three blocks viz Kishtwar, Palmar and Trigham will be the first Open Defecation Free (ODF) block of the District Kishtwar. He also directed ACD and DPO to construct the toilets in the households who have been left in the baseline survey 2012 under MGNREGA added that constructing IHHL units should be done on war footing, beside also stressed for regular updation of MIS data on SBM portal.
Community/public toilets constructed and the progress of their verification and geo-tagging was reviewed in the meeting. The BDOs, GRSs were directed to ensure that Open Defecation Free (ODF) timelines fixed for their respective blocks are adhered to and called upon the blocks lagging behind to make a determined push for the purpose. The stress was also laid on 100% geo-tagging of assets, ODF verification and uploading of updated information on IMIS as the same is being monitored at the level of the Chief Secretary himself followed by Prime Minister Office. Village Agricultural Extension Officers were directed to conduct the cross checking of Latrines construction at village levels while as all district Officers from different departments would adopt at least three Panchayats for making ODF, beside it was also express that schools including government and private institutions could play an important role in making children aware about the benefits of SBM. The meeting was attended by CPO Kishtwar, Tehsildars, GRSs, VLWs and other district officers.
