Early Times Report

Billawar, Apr 6: Former Minister and Senior Congress leader Dr. Manohar Lal Sharma said that the state BJP-PDP Government should clear its stand on the creation of a separate District for Billawar.
Dr. Sharma reminded BJP of the promise and commitment made by them repeatedly in both assembly as well parliamentary elections for the creation of separate district Billawar.
Dr. Sharma said that the Billawar Sub-Division/Additional District has sufficient grounds to be upgraded to be a District. He put forth that Billawar tehsil was upgraded to the level of Sub- Division in 2004-2005 and subsequently 5 more Tehsils namely Ramkote,Gurah Kalyal, Machhedi, Lohai-Malhar and Mahanpur were formed. Along side 6 Blocks namely Billawar, Malhar, Mandli, Nagrota- Gujjro, Dugani, Baggan and Mahanpur were created. Furthermore 12 Naibats were also created in Sub - Division Billawar by the previous Govt. in 2013-14 .
Dr Manohar Lal Sharma stated that Billawar Sub-Division Headquarter is centrally located , with population of 7 lacs ,and 80 kms distance far away from Kathua. District HQ and has 6 Tehsils, 8 Blocks, 15 Naibits and 2 Treasuries adjoining to it whereas other Areas are lacking far behind to fulfill these criteria's.
Dr.Manohar Lal Sharma said that during past years, several reports were submitted and put forth by various committees that clearly favor the formation of separate district in Billawar. In 2006-2007 the committee headed by Dr. SS Billoria (Retd.Chief Secretary) and 2013-2014 The Cabinet sub-committee headed by the then Deputy Chief minister Tara Chand, had strongly pressed the need for the creation of separate district not only for Billawar but also for Akhnoor and Nowshera. The before mentioned committees were formulated by the Govt. for recommendation of administrative units like Blocks, Tehsils, Subdivisions etc but after analyzing the hardship of the public and on ground necessity of the people of Billawar, they proposed for the separate district status of Billawar.
