Teaching fraternity infuriated by threatening circulars of School Education Department

Jammu, April 10: Teaching fraternity of the state is infuriated at the insult meted out to them by their own department through draconian orders passed by those at the helm of affairs from time to time, restricting their rights not only as employees, but as common citizens.
The department of school education passed a circular no. 08-EDU of 2018, dated April 5, 2018, wherein it enjoined upon officers/officials of the department not to visit the administrative department without proper permission of the concerned director school education. 'Any person found involved in the breach of these instructions, shall be dealt with stern punitive action as warranted under rules', read the circular. The said circular was followed by another circular, no 363-DSEJ of 2018, dated 07.4.2018, issued by the Director School Education Jammu, which had same threatening tone and tenor and warned of 'punitive action' against teachers/officials visiting the administrative office without the permission of the concerned CEO.
The teaching community comprising teachers, master and lecturers many of whom have put in decades of service are particularly annoyed over the offensive and threatening language used in the circulars and termed it an attempt to dent their pride and esteem as teachers. "In a democratic country, such a threatening language against the teaching community is completely unwarranted" said a teacher in Jammu. "Administration must be careful in drafting circulars; they should not sound as militant threats" he added.
Accusing the administration of indifference and apathy, the teachers said that they were impelled to visit the civil secretariat as their issues were struck in innumerable files and the officers deliberately slept over them for years. "No file moves unless palms are greased and for that we have to go to the administrative department" said another teacher, adding that the teachers who went to the civil secretariat invariably availed their legitimate leave. "As citizens, we have a right to get our issues resolved within stipulated time as per citizens' charter, but for months and years, our issues remain unresolved" he added.
This is not the first time that such derogatory and insulting circulars have been issued by the administrative office of the School Education department. Interestingly, Shaleen Kabra, the erstwhile Commissioner Secretary School Education had vide Govt. order no. 327 of 2015 had issued a circular threatening therein that any employee who approached the administrative department with a DO letter of any MLA/MLC/Miniter, shall be declared 'dead wood'.
