The State Government
led by the Chief Minister of the Jammu and Kashmir Mehbooba Mufti is already facing the many challenges from all the angles as the resentment of the people at large is brewing in these days of uncertainty in general as also of the educated unemployed youth in particular with the passing of everyday. They (educated unemployed youth) are feeling as helpless and meaningless as the State Government is not accommodating them in the right earnest rather it is playing with their lives and the career. They treat themselves as the burden upon their respective families."Na Ghar KE Na Ghat Ke". This pinches them like anything and bow their heads down as the present government and the successive governments in the state in the past have betrayed and deceived them thereby treating them as the neglected lot. The State Government is not giving its due treatment in providing the job avenues to them for the regular appointments.
Majority of them are jobless and a few of them who are engineering graduates, doctors, diploma holders, teachers, +2 lecturers have been engaged by the State Government on ad hoc basis or on the contractual basis. Pertinent to mention here that in the case of +2 lecturers who are working on ad hoc basis for the periodicity of an academic session in the various schools and the colleges operating in the state, their future is hanging in fire at the moment. They are on the jobs purely on ad hoc basis (engaged year after year) for the last 10-15 years or so. They remained on hunger strike for more than 80 days in the past in front of the Press club, Jammu but they got nothing except assurance only.
Because of this, they are considering themselves as neglected lot. Now they are ready to do or die in this burning situation. Whereas in the case of contractual appointments in almost all the departments of the State Government, the educated unemployed youth have been appointed by the State Government that too on contractual assignments for the period of 5 years or so. Having obtained the security bonds from them only, they are allowed to join their duties in the various departments of the State Government. They are showing their resentment against the State Government in the Civil Secretariat and the outside also.
It is very much painful to point out that all the so employed youth are being denied the benefits of the CPF / GPF and all other consequential benefits arising out of their engagements as the employees of the State Government as the Ad hoc / Contractual assignments. With the high speed, time is going on fastly and they are loosing their ages without any further benefits resulting which they feel totally tired and meaning less in this world. Apart from this, it is highly strange that PDP/BJP Ministers and their functionaries who stand appointed as the Chairmen and the Vice Chairmen of the various PSUs are very much busy in making the irregular appointments of their kith and kins in the state throwing all the norms and the prescribed procedures to wind thereby ignoring the meritorious youth of the state and owing to which they are being deceived and betrayed totally as also putting unnecessary financial burden over the already under RED PSUs operating in the state.
And on the other side, the Chief Minister Mufti Mehbooba is concentrating over the appeasement policy of the state for the surrendering militants with giving of hefty amounts at the cost of the Integrity and the sovereignty of the country and also even at the cost of the unemployed educated youth of the state as is evident from the fact that huge funds of the exchequer of the state are being kept as saved for the surrendering militants along with their arms and the ammunition at the cost of the unemployed youth of the state. By adopting the policy of rehabilitation of the surrendering militants in 2002, when the PDP came into power in the state, it has not attained any positive results so far rather the same policy has added more miseries to the people of the state at large.
This is very much condemnable and deplorable. With the loosing of time thereby remaining on these jobs, their future is very bleak resulting which they would loose all the consequential benefits as it happens in the regular appointments made by the State Government under the various provisions of the GPF /CPF Acts and the Gratuity Act. As per the various verdicts of the HHC and the Apex court of the country, it is very much clear that they will not be getting any thing monetarily by remaining on such posts. They will be suffering more and more in the days to come. Not only this, their family future would be at stake in this competitive world as also in view of the high inflation.
Had the successive State Governments in the past given some more emphasis towards this grave problem of the educated unemployed youth as also towards the industrial development of this state etc.etc., it must have gone a much headway for the welfare of the people of the state as a whole . But all in vain. Now it is the high time to act upon vigorously on all the issues involved .Therefore, the situation demands that the State Government should immediately address this grave problem of the educated unemployed youth as also the other skilled and non skilled unemployed youth of the state thereby launching a CRASH PROGRAMME FOR THEIR EMPLOYMENT otherwise it will have to face the music on this score definitely. Any sort of lethargy over this important matter would be detrimental to the very interests of the state and the people also.
Demonetization of the currency notes of rupees 500 and 1000 done by Modi government has not yielded anything positive but rather it was a hoax and futile exercise. This was the opinion of the various economic experts of the country. Providing of the jobs to the educated unemployed youth should not be the lowest priority for any government but it should be on the top of the agenda. This not happening in our state. Really, it is unfortunate indeed. Always there remains a little scope for anything, which is uncertain these days and the uncertainty is such a situation which leads the man into a trouble and a pitiable situation. No doubt, they ( Ad hoc) got the jobs in the State Government, their future became bleak and rather gone at stake. Exactly, the same is the fate of the contractual employees also who obtained the jobs purely on temporary basis resulting which they are compelled to follow the agitational path these days and they are on the streets of the Jammu region and are continuously making the protests and the demonstrations and even also set on hunger strike for more than 80 days. The State Government did not pay any heed to their continuous struggle in favour of their just and genuine demands rather it treated them as the neglected lot in a casual manner and that too with negative approach. Even the elected representatives of the various political parties and their MLAs / MLCs / MPs did not bother at all to come forward in their support in getting their genuine demands acceded to by the State Government as soon as possible. Keeping in view the preceding lines, the State Government should immediately make them as the regular appointees as there is a threat perception, on this score. To avoid a new shape of their genuine struggle in support of their demands across the state in future, it becomes obligatory on the part of the State Government to act immediately without any delay in the matter otherwise the situation may go out of control of the government . Let a sense of being goodness prevail.
