PMGSY fails to supervise works

anantnag, June 5: In what appears to be a gross violation of norms, Pradhan Mantri Gram Sadak Yojana (PMGSY) Department hasn't only failed to supervise the construction works on Guree-Veeri-Krendigam road in South Kashmir's Anantnag district but has given free hand to contractor as well.
Locals alleged that contractor is executing the works in his own way without bothering about the quality and beautification. "Every day we spot laborers hiding honeycombed retaining walls by applying fresh quota of plaster on them," they said.
They alleged that the contractor was violating the basic parameters of engineering while constructing the lanes, drains, retaining walls, culverts and abetments of the bridges on road.
"PMGSY have given them a free hand. We never spotted any official or employee visiting the sites where constructions works are going on," Bashir Ahmad, a local resident said.
He sought immediate intervention of concerned Minister, higher officials of PMGSY and district administration.
Locals said that the pace of executing works in very slow and department has failed to grill the contractor as he has dug the existing road which not only troubles transporters but locals and passengers as well.
In Veeri village, the contractor has started raising a retaining wall without dewatering the base which otherwise in engineering terms is called poor footing.
The contractor hasn't even deployed his staff for supervising the ongoing works. Well placed sources told Early Times that the firm that has been allotted the contract of constructing road has subleased works to number of contractors.
They said that subletting which is against the norms is also affecting the quality of works.
Assistant Executive Engineer, Mohd Sultan on being contacted assured that he will himself inspect the works and rectify if anything has been done wrong.
He admitted that the firm has subleased works but said that norms allow subletting 20 to 30 percent works.
