Backdoor appointments in state corporations yet to be probed

srinagar, June 7: The Jammu and Kashmir government is yet to initiate any action against those blue-eyed officials who over the years were appointed in various state owned corporations through the backdoor.
Sources told Early Times that the list of illegal appointments in the corporations was very much available with the government including the general administration department headed by the Chief Minister Mehbooba Mufti but none has so far shown the courage to act against the wrong doings. "Each corporation had appointed hundreds of blue eyed persons illegally. There is no accountability as how these appointments have been made and thereafter illegal appointees given two to three grade promotions," sources questioned.
Sources said that the Jammu and Kashmir cements limited over the years engaged hundreds of individual without following any specific recruitment method; similarly sources said that the organization like Small Scale Industries Development Corporation (SIDCO) has made huge back door appointments, initially on consolidated bases, thereafter placing them in regular pay scale/grade.
Sources said that the other organization like JKI, Minerals, and Handloom are not for behind in violation of the government orders and have over the years engaged the people through backdoor.
It is also a known fact that, most of the corporations are in losses and heavily dependent on the government for paying salaries to the staff and carrying out their day today activities.
Sources said that similar was the case of some employees engaged on contractual basis by then Managing Director (MD) State Forest Corporation (SFC) with the approval of the then Chairman, who continue to be part of J&K SFC.
Sources said that Jammu and Kashmir Project Construction Corporation (J&KPCC) had appointed several individuals on various posts and they have been working till now. Even a good number of Engineers were engaged by Jammu and Kashmir State Power Development Corporation (J&KSPDC). These engineers are working in various projects across the state. Nothing is known about the procedure of appointment followed," sources claimed.
Sources also said that a huge number of employees were appointed in SRTC without following due procedure despite the fact that it is a loss making corporation.
It is to mention here that the PDP BJP government, in order to check the menace of illegal, backdoor appointment and re-employment had issued an order, wherein all government departments, PSU's and other organization were debarred for making temporary arrangements and the blanket ban was imposed on making illegal appointments and re-employment.
Sources said that though the chief executives, managing directors and the directors, post issuance of order, showed resistance to their higher ups for making such arrangements a practice, but were pulled down by their bosses who wanted to seek appointment of their beloved ones.
