Will RTI be strengthened in Guv's Rule?

Srinagar, June 20: Sate Chief Information Commissioner (CIC) Khurshid Ahmad Ganai's recent meeting with Governor N N Vohra has generated a hope for better implementation of Right to Information in J&K. Sources say that Governor Vohra has assured Ganai to take babus to task for not taking RTI seriously.
As reported already, CIC met with Governor N N Vohra on Tuesday when BJP decided to take back support from PDP Government. Governor Vohra has been very serious about Right to Information Law and it was at his behest that Government made voluntary disclosure of information on security related expenditure when state was put under Governors rule few years back.
Pertinently Government organizations and even constitutional bodies and various commissions continue to violate RTI act by not making pro active disclosure of information. State Human Rights Commission (SHRC) has been seen issuing notices to Government for violation of Human Rights by state police and other Government agencies. On the other hand State Information Commission (SIC) had issued notice against SHRC for its failure to make voluntary disclosure of information under section 4 of J&K RTI Act 2009. Chief Information Commissioner Khurshid Ahmad Ganai recently directed SHRC to adhere to this provision of RTI law.
"From last 9 years SIC has issued almost 8 notices to Government to implement various provisions of J&K RTI Act 2009 like section 4 and section 23 but Government has been least bothered to adhere to the same. CIC Khurshid Ganai issued 2 notices to Govt but there was very lukewarm response from Govt. RTI Movement was forced to file a PIL before High Court on this issue . Now we hope that Governor will take the Government to task and make sure voluntary disclosure of information under section 4 and mandatory awareness on RTI law under section 23 is undertaken as soon as possible " said Dr Raja Muzaffar Founder / Chairman of J&K RTI Movement.
