Vohra makes babus to work, shun frills | On first day of Guv’s rule | | Early Times Report srinagar, June 20: On the first day of Governor rule in J&K on Wednesday, Governor N N Vohra issued several tough directives to ensure transparency in the system. The BJP on Tuesday withdrew its support from the alliance following which Chief Minister Mehbooba Mufti submitted her resignation to Vohra. President Ram Nath Kovind on Wednesday approved imposition of Governor rule in the state. Vohra held meetings with bureaucrats and announced several tough decisions. In one of the directives, he asked officers not to leave stations without seeking prior permission from the competent authority. "All the administrative secretaries and heads of departments are requested to adhere to the above instructions in letter and spirit," a government order reads. Similarly, Vohra sought names of bureaucrats who have not submitted their annual property returns statement to the government. As per Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act 1998, every public servant, including a KAS officer, is required to submit annual returns of the assets held by him and the family members to GAD in January-February every year. However, an official in the Vigilance wing of GAD said that several KAS officers have failed to submit their annual property returns of 2017 to the government. Vohra asked officers to ensure proper attendance in offices and take strict action against those who resort to corruption. Governor’s rule will also snatch bureaucrats all luxuries. Bureaucrats have spent crores of rupees "unnecessarily" on travel by visiting foreign countries and other states in the country for seminars and conferences over the years, thus putting a huge burden on the state exchequer. Now, Governor Vohra has strictly ordered its officials to avoid unnecessary expenditure in functioning of the departments in view of the increasing liabilities of various departments. "These all measures are being taken in view of Governor’s rule in the state." Sources said that government will also put a ban on holding of meetings and conferences at private hotels instead government buildings and premises should be utilized for the same. "Purchase of new vehicles to meet the operational requirement is permitted, but only against condemnation as a replacement measure," a source said. Travel expenditure, according to these sources, would be regulated so as to ensure that each department remains within the allocated budget for the same. Further, the officials have been directed to travel only by economy class regardless of entitlement within the country. It has also been decided that no fresh financial commitments will be made on items which are not provided for in the approved budget, sources said. |
