Jammu, June 20: Executed by four different construction agencies of the state government and after lapse of a decade from the day of announcement was made by erstwhile NC-Congress coalition government, the building of Government Degree College (GDC) Bani awaits completion.
Lackadaisical approach of Higher Education Department could be gauged from the fact that being nodal agency, the department could not fix the responsibility for delay in execution of work and completion of project.
"Initially, the cost of project was estimated as Rs 11.67 crore, but finding it difficult to complete the works with this amount, as it was assumed by various agencies that works will cost more, abandoned the project midway", the sources said.
First the works were allotted to Public Works Department (PWD) but the premier agency did not execute works due to low budget for the project. "Latter, the project was handed over to J&K Housing Board, but it too dumped the project due to low cost of same project", they said and added that finally the works were assigned to Jammu Kashmir Project Construction Corporation (JKPCC) in October 2016", said sources.
Interestingly, the JKPCC is executing the works of same project even lower cost than the estimated amount of Rs 11.67 Crores. " Now the JKPCC took over the works at Rs 8.76 crore including compounded wall, gate of college that too after eight years of its announcement of college project", they added. Raising question over lower bid than estimated by the JKPCC, experts said the corporation would compromise the approved building structure due to lower bid.
When contacted, Deputy Manager JKPCC Kathua said that academic block of building is likely to be handed over the college administration by October this year.
"March 2019, is deadline for completion of project and if the department provides funding at regular intervals, hopefully we will complete our task within time", he added. |
