DB seeks response from CS, Comm/Secy. H&ME, PSC | PIL highlighting shortage of Doctors | | Early Times Report
Jammu, July 10: Division Bench of the State High Court comprising Justice Tashi Rabstan and Justice Sanjay Gupta today in the open court directed Chief Secretary J&K, Commissioner/Secretary to Govt. of J&K Health and Medical Education Department, Director Health Services Jammu and Secretary J&K Public Service Commission to file their response to the Public Interest Litigation (PIL) seeking directions to the State Government to provide duly sanctioned staff in all the Health Institutions in Jammu Province as out of 259 PHCs, NPHCs and CHCs in the hilly and remotest areas of all the Districts of Jammu Province, 184 of them are running without Doctors and lacking the staff including the Medical Officers/ Consultants and Para-Medical Staff in Sub-District Hospitals, District Hospitals of entire Jammu Province as disclosed from the information furnished by PIO Directorate of Health Services Jammu. This Public Interest Litigation has been filed by Balwinder Singh a renowned RTI Activist and Convener of Sangarsh RTI Movement seeking directions to the State Government to detach the additional/surplus staff posted in the various Health Institutions in Jammu City including Directorate of Health Services Jammu as the said Doctors have been attached merely on political/extraneous considerations at the cost of the needy people who require health care facilities at their door step. When this PIL came up for hearing advocates appearing for the petitioner drew the attention of the Court to para 27 of the PIL wherein sanctioned strength of the doctors in various health institutions of the province and actual strength in position was mentioned. Advocate further submitted that as per RTI disclosure sanctioned strength of Doctors in Jammu Province is 1993 and only 1100 Doctors are in position, whereas 1022 posts are lying vacant while 129 Doctors are surplus and mostly the surplus Doctors are serving in Jammu District. In the PIL filed by RTI Activist Balwinder Singh it is further highlighted that the State Government for accommodating kith and kins of politicians/bureaucrats/high-ups has opened evening clinics in both the capital cities of Jammu and Srinagar where influential Doctors are posted and the said Doctors rotate from one evening clinic to another just to avoid serving in the rural areas. The said evening clinics have turned out to be a bonanza for the influential/politically connected Doctors and the said clinics are of no avail when adequate health care facilities are available in Jammu City. After considering the submissions of Advocate, the Division Bench of the State High Court headed by Justice Tashi Rabstan issued notices to Chief Secretary J&K, Commissioner/Secretary to Govt. of J&K Health and Medical Education Department, Director Health Services Jammu and Secretary J&K Public Service Commission to file their response to the Public Interest Litigation (PIL) returnable within four weeks. Senior AAG Seema Shekhar accepted notice on behalf of the Chief Secretary J&K. DB grants four weeks time to all the respondents to file their response to the PIL. |
