Jammu, July 10: In violation of norms, a top official of the National Health Mission (NHM) Mission had transferred hundreds of non-transferable posts since, he assumed the charge .
According to sources, during his tenure, the official had transferred bulk of NHM employees of different categories including doctors and paramedical staff having close proximity with politicians and concern directorate office, getting choicest posting and the employees who have no political linkage were directed to follow the rules of NHM.
As per rules the transfers/attachments of NHM employees is not permissible as they are engaged on the basis of local criteria for a particular institution in the district. But the official violated all the rules and guidelines and also threw government orders issued time and again regarding cancellation of attachment into bin.
Sources further said that in fiscal year 2015-16 the official transferred 28 NHM employees of various categories, 150 NHM employees was transferred in the year 2016-17, the official again transferred 195 NHM employees in 2017-18 and in 2018-19 they had transferred 19 NHM employees.
"Government had received number of complaints regarding attachment of contractual NHM employees in various health institutions across the state. Due to which the government had issued an order, directing all the heads of departments to detach the employees attached by them immediately and furnish compliance report", sources said, adding that some departments head in district as well as divisional level implemented it and detached the attached employees but the then officials at National Health Mission just ignored the government order.
