Online counselling of lecturers for Academic arrangement 2018-19 obscure

Jammu, July 22: Hundreds of Contractual lecturers working in Government Degree Colleges of Jammu province have alleged that the online-counselling being conducted by the Higher Education department for academic arrangements in Government Degree Colleges lacks transparency.
They have alleged that the system has been adopted by the department only to favour some blue-eyed candidates, having close allegiance to power corridors but the authorities have refuted their claims.
Contractual lecturers, who have been working for the last over 10 years in various government degree colleges of Jammu province informed Early Times that it was for the first time in the history of government departments, that some decisions have been taken by the sub-ordinate official as per telephonic conversation rather than a written order.
They said that as per the advertisement notice issued on 14/6/2018 by Principal of GGM Science College for the engagement of contractual lecturers in various disciplines for Academic arrangements 2018-19, it was mentioned that it would be done as per guidelines issued by Higher Education department vide order number 78-HE of 2018, dated 8/2/2018.
But few days later, the GGM Science College Principal issued a notification regarding online counselling for the engagement of candidates on academic arrangements in different Government Degree Colleges of Jammu division for the session 2018-19. The lecturers alleged that earlier the counselling was done on offline mode and the candidates were physically present there.
"Suppose, if there are 13 posts in 13 colleges and the 14th person in the merit list would ultimately be out from the list but if the 12th person didn't join the college, then one post will remain vacant and it would be choice of administration to give that particular college to their blue-eyed candidate", they alleged adding that the online counselling would only be done for first merit list and later the seats would be distributed to some blue-eyed candidates.
They further alleged that there were many influential aspirants this year due to reduction in number of posts and prospects of regularization.
GGM Science College Principal Dr. Satinder Singh while clarifying the apprehensions of the candidates said that the decision was taken only for the benefit of candidates and it was totally transparent. "We are verifying the documents submitted by the candidates after which a tentative seniority list will be issued, on which we will be seeking objections from the candidates. After the objections a final seniority list will be issued online as well as the vacancy position in all the colleges", he said.
He further said that there was no question of any discrepancy in the system. On the question of allegations of fake degrees of candidates, Dr. Satinder Singh said that to check these degrees, department is taking a bonafide certificate from candidates issued by the University.
