SRINAGAR, July 22: The recent decision of Governor N N Vohra led State Administrative Council (SAC) to remove Director Technical Education seems to.
The former Director Technical Education utilized the powers of the cabinet and extended the term of Joint Director (Procurement) Mohammad Shafi Bhat, Executive Engineer, D D Heer, Assistant Executive Engineers, Riyaz Ahmad Gassi, Hamid Iqbal, Amarjeet Singh, Mushtaq Ahmad Bahadur and some junior engineers.
Sources told Early Times that the decision of extending the term of the officials was taken vide government order number 432 of 2018 dated 18-05-2018. Although, the term of these officials ended on April 30, 2018, the former Director allowed them to work beyond the stipulated period.
"The term of these officials was extended from May 1, 2018 and the formal order was issued only on May 18. The term of the officials has been extended till further orders in violation of laid down rules and regulations. This is despite the fact that the department had created these posts so that the positions left are filled," said sources.
Sources said that the government vide order number 76 Edu (Tech) of 2010 dated 16-4-2010 created the posts under the World Bank project for making procurement and look after the civil works to be executed in the department for 18 newly established polytechnics under centrally sponsored schemes by various government construction agencies for the period of five years.
While one post each was created for Joint Director (Constructions/SE), Joint Director (Procurement/Academics) and Executive Engineer, four posts were created of Assistant Executive Engineer and two posts were created for Junior Engineer.
"The government had deputed the Superintending Engineer, Executive Engineer, Assistant Engineers and junior engineers from departments like R&B and PWD to Directorate of Technical Education against the newly created posts under world bank project to look after the construction work to be executed by various agencies for construction of administrative and workshop block of newly established 18 polytechnics under centrally sponsored schemes," said sources.
Sources said that senior most principal of polytechnic sector was elevated as Joint Director (Procurement) for making procurement of machinery equipment for newly established polytechnics. Due to the non-completion of work within the prescribed period of five years their term was however extended by virtue of Government Order number 112-Edu (Tech) of 2015 dated 25-8-2015 and the same expired in April 2018.
"The officers deputed from various departments to look after various construction works to be executed by various agencies has no mandate for execution of any kind of work at their own, but during the tenure of then Director Technical Education, various works have been executed by them without fulfilling any codal formality like tendering," said sources.
