Early Times Report

SRINAGAR, July 24: Universal rule that specific jobs are supposed to be accomplished by specific people does not apply in Jammu & Kashmir as people who don't know a b c of a particular job are asked to carry out the same job without thinking of the consequences thereof.
A doctor is supposed to treat patients and carry out surgeries of people who visit him or her at the hospital or clinic.
One cannot expect the doctors to do wonders in some other field of activity. This dictum holds true for other places of globe. but not for this Himalayan state of India.
Here, a doctor is expected to carry out jobs that are beyond his jurisdiction and domain. Same has been proved at Sher-I-Kashmir Institute of Medical Sciences (SKIMS) located in the Soura area of summer capital of the state. The SKIMS is the lone tertiary health care institute of the state with the hospital being visited by thousands on daily basis. Much to the surprise of people in general and those working at SKIMS-Soura a doctor posted at this tertiary hospital has been made in-charge of the transport fleet. The appointment of the medico as in-charge transport has come in for condemnation for the people who could have been easily appointed on the post.
Professor Sameer H Naqash, a faculty member at SKIMS-Soura has been made in-charge transport at the hospital. Naqash is a professor of head upper GI, Hepatobillary & Pancreatic Division. He completed his MBBS from University of Kashmir in 1987 following which he did his MS from SKIMS deemed university.
He has a fellowship in gastrointestinal cancers from NCC, Tokyo in Japan. Despite being a doctor, Professor Naqash is expected to carry out the job supposed to be done by a person having expertise in automobile engineering. This is equivalent to asking a mason to carry out the job of a carpenter.
"Strange things have happened in Jammu & Kashmir and the appointment of Professor Naqash as in-charge transport at SKIMS-Soura is a part of same disturbing trend. This trend needs to be arrested at the earliest so that wrongs are stopped. Justice needs to be given to the professionals irrespective of the field they belong to," said a group of automobile engineers.
This group of automobiles engineers said that the person in-charge of transport should know about the intricacies of automobiles. They said that it is impracticable that a doctor has all the information about the vehicles and the various things associated with the fleet of vehicles present at SKIMS-Soura.
