Govt relaxes e-tendering norms for Karnah, Gurez, Nobra and Zanskar

Srinagar, July 25: On the instructions of Governor N.N. Vohra, the Finance Department today issued an order to Exempt areas of Karnah, Gurez, Nobra (Leh) and Zanskar (Kargil) from participating in NITs through e-tendering of the works/procurements costing upto Rs. 10.00 lakh.
It may be recalled that Finance Department had earlier issued an order that all Departments shall compulsorily tender all works/ procurements costing more than Rs.1.00 lakh through e-tendering. However, considering that the aforesaid areas remain cut off for of almost six months in the year and the network facilities in these areas are very poor/negligible it has been decided to exempt them from e-tendering.
Finance Department also clarified that the works/ programmes which cost over Rs.10.00 lakh shall compulsorily be e-tendered, as contracts of Rs. 10.00 lakh and above are generally bagged by big contractors, who can participate in e-tendering from other locations as well.
Shri Navin K. Choudhary, Principal Secretary to Government, Finance Department clarified that these exemptions will help in timely utilization of resources in these backward areas which remain cut-off for almost half of the year and internet facilities are either not available or are of very poor quality.
