Early Times Report
Anantnag, July 25: The previous PDP-BJP government not only flouted norms in faculty selection process but has also violated rules while reconstituting Governing Body of Sher-I-Kashmir Institute of Medical Sciences Soura.
Early Times has accessed crucial documents which established the fact that two doctors were nominated members of SKIMS Governing Body in violation of constitution.
According to documents, gormer director SKIMS, Prof Showkat Ali zargar had raised the objections well in time against the nomination of both the doctors, however the government went ahead and nominated both of them as members of the governing body despite having a tainted past.
"Prof Altaf Ramzan, HOD Neurology, SKIMS who is quite senior to Dean Medical Faculty has been nominated as Member of Apical Selection Committee which doesn't seem proper administratively and needs re-consideration," reads the last paragraph of Prof Showkat Ali zargar's letter.
Former Director SKIMS, Prof Ahangar, had alsoproposed that the two doctors will be nominated as members coterminous with their official term at the institute. [For Prof Altaf Ramzan coterminous with official term as executive secretary faculty forum SKIMS and for Prof K Alam coterminous with official term as HOD surgery]
Therefore according to this proposal, both the doctors no more, neither members of Governing Body nor members of Apical Selection committee as Prof Altaf Ramzan is no more executive secretary because he lost elections and Prof K Alam has retired from services, however both of them continued illegally.
According sources, Professor Ahangar was removed as Director SKIMS once he raised the issue with former Chief Minister. Similarly, Professor Khuroo was also removed from the Governing Body and Apical Selection committee while as Dr Altaf Haji , HOD Surgical Oncology , was forced to resign.
Early Times has also accessed the documents related to the dubious past of both the blue-eyed doctors. A copy of FIR registered at police station Soura against one doctor for molesting of a PG Trainee lies with this newspaper. Documents related to case registered against another doctor at vigilance organization about being involved in private practice and his termination order issued by former Chief Minister Farooq Abdullah for remaining absent unauthorizedly are also with us. Will Governor make previous government to answer how these two members were nominated and then how they continued to be part of selection process etc in spite of the fact that there term is over 6-7 months ago .
Now onus lies with Governor to seriously look into all this and take corrective measures so that the premier institute gets its glory back.
